Duties
Serves as a technical expert and program lead in the state office for land tenure actions (including acquisitions, land exchanges, public land sales, desert land entries, and Recreation and Public Purposes Act conveyances) and withdrawals.
Works closely with field office realty specialists and other BLM program leads, including personnel at other state offices and BLM-Headquarters.
Provides expert knowledge of the BLM's lands and realty program including statutes, regulations, judicial decisions, solicitor opinions, and Departmental and Bureau decisions, policies, and procedures.
Develops, coordinates, and monitors land acquisitions, exchanges, disposals, and withdrawals in Wyoming and Nebraska.
Provides expert advice to BLM personnel, the public, state and county agencies, special interest groups, and private organizations where land tenure adjustment or withdrawals are a topic of discussion or interest.
Requirements

- Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are required to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.
- May require a one-year probationary period.

FOR GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples:
1. Administering real property to support organization mission(s), such as through rights-of-way, land use authorizations, and agreements.
2. Acquiring and/or disposing of real property owned by the United States.
3. Advising and guiding organization personnel on the acquisition, use, or disposal of real property owned by the United States.
4. Planning for the use of rural or undeveloped wildland properties owned by the United States, such as through the development and implementation of long-term management plans, and in consideration of other land uses/resources including energy development, mineral extraction, grazing, recreation, water resources, cultural resources, and biological resources.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is typically performed in an office setting with no special physical demands. However, work may also be performed in the field which involves periods of walking, bending, climbing, or driving motor vehicles to worksites. The work may also involve some overnight travel for training, meetings, and site visits.
Work Environment: The work is usually performed in an office setting. However, work time may also be spent occasionally visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards.
