This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Realty Specialist, GS-1170-12 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Real Estate Division.

Duties
Plan, administer, coordinate and direct Real Estate program functions for civil works and military customers.
Responsible for promoting and maintaining harmonious and effective working relations with, and represents the District to, the general public, State and local governments, military components, and other federal agencies.
Organize work for effective utilization and for meeting assigned schedules and objectives.
Plan and direct operations of the team within a broad framework of regulations, directives, and policies emanating from higher authority.
Review noted or referred problems involving several or different interpretations or applications/or controversial interpretations of methods and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
Qualifications
Position may be filled as a term appointment NTE 6, may be extended up to the maximum of 8 years. If a permanent federal employee applies and is selected, the employee will forfeit their permanent status and becomes subject to the provisions of the term appointment. Permanent Army employees who accept a time limited appointment will not have placement rights to the previously held permanent position at the end of the time limited appointment.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Experience using a wide range of real estate laws, principles, concepts, policies, regulations, authorities, methods, and practices; OR 2) Negotiating complex agreements that are politically sensitive in nature; OR 3) Performing the acquisition of the real estate by either lease or direct purchase. (Resume must reflect a combination of 2 out of the 3 statements.) This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
