WHAT IS THE WAGE AND INVESTMENTDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: WAGE AND INVESTMENT (W&I) DIVISION, Media & Publications, Tax Forms and Publications, Individual and Specialty Forms and Publications Branch and Business, Exempt Organization & International Forms Publications Branch The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. PD# 93703 Performs research and analysis on matters of tax law, to interpret Federal tax laws, regulations, congressional committee reports, revenue rulings, revenue procedures, pending legislation, and translate these matters into tax forms, instructions, explanatory publications and other materials to enable taxpayers to understand and meet their filing and other tax responsibilities. Prepares drafts of new or revised material and presents to internal customers, through the Tax Forms Coordinating Committee (TFCC) and other venues, to assure that needs of internal customers are met, and Federal tax laws are administered effectively. Reviews suggestions from taxpayers, tax practitioner, industry, public interest and other groups, and internal customers, regarding simplification, burden reduction, and other improvements to division products. Reviews results of focus groups, surveys, and other customer satisfaction measurement tools assist in addressing concerns raised. PD# 93704 Performs the full range of research, analysis on matters of tax law, in order to interpret Federal tax laws, regulations, congressional committee reports, revenue rulings and procedures, pending legislation, and translate into the most sensitive and complex tax forms, instructions, explanatory publications, and other materials to enable taxpayers to understand and meet their filing and other tax responsibilities. Prepares drafts of new or revised material and presents to internal customers, through the Tax Forms Coordinating Committee (TFCC) and other venues, to assure that needs of internal customers are met, and to assure that the Federal tax laws are administered effectively. Meets with TFCC members and others, including front-line and other field assistance personnel, to seek reactions, address concerns, and coordinate the interests of the various Service organizational units. Often takes the lead during TFCC and planning meeting. Reviews suggestions from taxpayers, tax practitioners, industry, public interest and other groups, and internal customers, regarding simplification, burden reduction, and other improvements to division products. Reviews results of focus groups, surveys, and other customer satisfaction measurement tools to address concerns raised.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying experience include: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and resolving tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. In addition, your experience must be sufficient to demonstrate the following: Experience with federal tax laws, regulations, revenue rulings, revenue procedures and other technical related matters to address taxpayer's needs; Experience with tax laws to convert these and other technical matters into clear concise, logical and easy to understand explanatory material; Experience in accounting methods to interpret new tax laws and assist in addressing customer's needs; Experience researching using on-line and paper methods to analyze tax issues; Experience with in learning theory and cognitive thinking, as they apply to the writing, design, and presentation of materials; Experience with printing and design requirements and techniques, computer specifications and programming requirements, and of Standard Generalized Mark-up Language (SGML) or other designated electronic composition and publishing system to compose documents and other materials. SPECIALIZED EXPERIENCE GS-13 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled. Examples of qualifying experience include: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and resolving tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws. In addition, your experience must be sufficient to demonstrate the following: Experience with Federal tax laws, regulations, revenue rulings, revenue procedures and other pertinent technical matters to address taxpayer's needs; Experience converting complex tax laws and other technical matters into clear concise, logically arranged, well written and easy to understand explanatory material; Experience with accounting methods, principles, techniques and practices; Experience with tax law, research techniques that include using on-line and paper methods to research and analyze tax issues; Experience with learning theory and cognitive thinking, as they apply to the writing, design, and presentation of materials; Experience with printing and design techniques, computer specifications and programming requirements, and Standard Generalized Mark-up Language (SGML) or other designated electronic composition and publishing system to design and produce materials and documents. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
