Duties

This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation. Possess or be able to acquire a SECRET security clearance.
  • May be required to successfully complete a probationary period.

Qualifications

IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. member of the PR Air NG, civilian, active-duty Soldier, prior service, member from another state, reservist, IRR, State Guard, etc.), you must contact the ARNG Recruiting and Retention Superintendent (RRS) Office at (787) 289-1400 extension 2015 or 2008 to request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, your application will not be screened. AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 3 = Officers, Warrant Officers and Enlisted members employees of the Puerto Rico Army National Guard. Area 4 = Prior (former) Officers, Warrant Officers and Enlisted members of the Puerto Rico Army National Guard. Area 6 = Applicants who meet all requirements to become Officers, Warrant Officers and Enlisted member of the Puerto Rico Army National Guard. DUTIES: As a EQUIPMENT SPECIALIST (D1257000), GS-1670-9, you will provide instruction and assistance to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management. Knowledge of the principles, concepts, and methods of equipment maintenance and management of a variety of ARNG equipment is required. PHYSICAL DEMANDS: Work is primarily sedentary but may require some walking in offices or maintenance areas. There may be some carrying of light items or minor operation of test equipment. Work does not require any special physical effort or ability. WORKING ENVIRONMENT: Work is usually performed in an office setting that is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. However, there may be some occasional exposure to uncomfortable conditions in maintenance facilities. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience must demonstrate the ability to read and interpret blueprints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at the next lower-level GS-07 or TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as analyzing and resolving a variety of conventional equipment maintenance and training problems; recommending proper maintenance management; improving equipment maintenance, repair, and reporting procedures; reviewing the effectiveness and efficiency of equipment maintenance and training; providing recommendations for improving, consolidating, simplifying, and standardizing operations and management of maintenance activities; preparing and conducting both classroom and on-the-job training and evaluating training progress in areas.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position.
