Duties
This position requires military membership in the Puerto Rico Army National Guard (PRARNG)

Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
- Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
- Must be able to obtain and maintain the appropriate SECRET security clearance for the position within one year of appointment.

Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:

Area 1 = All permanent Officers employee members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Officers employee members (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Officers currently serving members of the Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
DUTIES:
As a EQUIPMENT SPECIALIST (D1257000),GS-1670-9, you will provide instruction and assistance to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management. Knowledge of the principles, concepts, and methods of equipment maintenance and management of a variety of ARNG equipment is required.
PHYSICAL DEMANDS:
Work is primarily sedentary but may require some walking in offices or maintenance areas. There may be some carrying of light items or minor operation of test equipment. Work does not require any special physical effort or ability.
WORKING ENVORONMENT:
Work is usually performed in an office setting that is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. However, there may be some occasional exposure to uncomfortable conditions in maintenance facilities.
QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience must demonstrate the ability to read and interpret blueprints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as serving as a recognized authority of various types of ARNG equipment; providing instruction and assistance regarding equipment maintenance procedures, techniques, and methods; providing advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices; receiving reviewing, and processing unit reports and submitting consolidated reports; preparing and conducting training of knowledge and working skills of unit maintenance personnel; developing, writing, updating, and teaching new equipment training; evaluating directives in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel; facilitating and ensuring efficiency in maintenance operations and manpower utilization; reviewing the effectiveness and efficiency of existing practices and the impact on the overall maintenance program; reviewing and evaluating information in technical reports, logistical studies, supply data systems, and observations/inspections; providing methods for improving, consolidating, simplifying, and standardizing operations and management activities; performing maintenance procedures on proper trade techniques, and practices; explaining safety precautions involved in maintenance.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position.
