About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command ACOFS, G2 located at Chantilly, VA.

Duties

The position is the technical expert, with delegated authority for advising senior military and civilian leaders, on all cyber matters related to planning, operations, and capabilities at the specified location site. Interacts and synchronizes efforts between the supported organization, current operations, future operations, and intelligence staff elements to resolve complex and critical problems related to the cyber capabilities and execution efforts. As the ARCYBER liaison representative and subject matter expert: support and represent ARCYBER priorities, responsibilities, and emerging threat and risk concerns on a day-to-day basis. Conducts complex analysis of interrelated cyber capability issues and serves as a planner that integrates and executes complex projects and studies involving Army cyber tactics, techniques, and procedures. Recommends level of ARCYBER support to these exercises and advocates for cyber incorporation into training events.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • This position covers liaison responsibilities in the National Capital Region (NCR).
  • Must obtain and maintain a Top-Secret security clearance with Sensitive Compartmented Information (TS-SCI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • May be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • This position is mission essential, and is required to report for duty, as necessary, in an emergency (regardless of holidays, weekends, nights, furloughs) or conditions such as weather in which non-essential personnel are not expected to report.
  • Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies. May be required to temporarily work extended and irregular tours of duty to include days, nights, shifts and weekends.
  • Maintain proficiency and situational awareness of the supported organization and may be required to continue or complete formal and informal training and knowledge of publications, systems and standards, and other professional development training.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
