Duties

Plans, organizes, and directs the activities of the JIOWC All-Source Intelligence Analysis Branch. Leads a wide variety of complex and non-routine analysis and intelligence production projects/programs/teams to support component, combatant command, and support agency planning and operations. Directs intelligence production. Oversees intelligence production to satisfy CJCS, USAF, DoD, and national - level agencies. Represents JIOWC to external audiences, as a subject matter expert on intelligence support to Operations in the Information Environment. Exercises supervisory personnel management responsibilities.Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: in-depth knowledge of and experience with all-source analysis and production policy, plans and requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of and experience with all-source analysis and production policy, plans and requirements. Must have added advanced intelligence training in all-source analytics and possess documentation of all continuing education courses from and IC/DOD affiliated organization. Must have been responsible for the development and execution of analyst training program IOW ICD203/206 or DOD equivalent, including expert knowledge and experience in the application of IC tradecraft and analytic standards. Knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multisource intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources. A high degree of skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology. Knowledge of the national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations. Expert skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. Expert skill of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Skill communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. Expert ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
