About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6Z7AA US ARMY CYBER COMMAND.
Duties
Serves as an Operations Officer within the G2XG2X Division (G2X), Army Cyber Command (ARCYBER).
At the Army Service Component Command (ASCC) level, focus of full performance-level work is on operations and mission management of joint signature management operations in direct support of U.S. Cyber Command (USCYBERCOM) and Army requirements.
Conducts mission management, coordination, deconfliction, and synchronization of all signature management activities in his/her/their assigned Area of Responsibility (AOR) in direct support of USCYBERCOM requirements.
Enhances ARCYBER's ability to successfully carry out its assigned USCYBERCOM signature management mission.
Develops and maintains close relationships with other national-level intelligence and operational organizations as required for the signature management mission.
Responsible to proactively identify and recognize information within operational channels, and to expeditiously pursue proper authorizations and concurrence for release of such information to appropriate elements.
Conducts operational coordination between DoD, Intelligence and Security Command (INSCOM), COCOM, other ASCCs, Sister Service Component Commands, other government agencies, and Department of the Army for signature management matters.
Continuously follows up with USCYBERCOM, and other government agencies and appropriate elements to ensure actions affecting agencies are completed or resolved, and properly documented.
Assists the ARCYBER G2X, in the development, coordination, and execution of signature management due diligence (DD) deliverables, processes, training, and policy and doctrine development.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must obtain and maintain a Top-Secret security clearance with Sensitive Compartmented Information (TS-SCI).
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks.
- Temporary duty (TDY) travel may be required 25% or less.
- Shift work, irregular hours of duty, and/or extended duty may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
