This position is part of the Office of Energy Efficiency and Renewable Energy - Headquarters, Department of Energy. As a Supervisory Stakeholder Engagement Specialist, you will be developing and implementing proactive strategies to engage with internal and external stakeholders.

Duties

As a Supervisory Stakeholder Engagement Specialist, you will: Serve as a senior subject matter expert and supervisor over positions involved in stakeholder engagement activities. Develop, expand, and cultivate working relationships with senior-level leaders within the Office of Energy Efficiency and Renewable Energy (EERE), Department of Energy (DOE), foreign governments and organizations, national laboratories, other Federal agencies, State and local government agencies, large and small private businesses, environmental justice groups, non-profits, labor unions, and professional and trade organizations. Plan, supervise, and directs assigned staff; prepare input and justify assigned budget for team activities; and exercises judgment to define and modify the programs to assure objectives are met. Lead and participate in comprehensive and long-term stakeholder engagement planning and strategy development to accomplish policy goals, meet stakeholder needs, and maximize meaningful community input and impact. Articulate the role and impact of energy efficiency and renewable energy technologies through verbal and written communication with stakeholders to educate and champion groundbreaking technologies and innovations.

  • This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
  • New supervisors/managers are required to serve a one-year probationary period.

Qualifications

BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 level. Specialized experience for this position is defined as meeting ALL of the following: Experience reporting stakeholder engagement of the organization to internal and external customers. Experience working with a team to coordinate stakeholder engagement efforts and initiatives. Experience developing campaigns on stakeholder engagement. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
