Duties
You will serve as an IT Specialist (SYSADMIN) in the Database Manager Branch (N311B), Messaging Services Division (N311), Operations Department (N3) at Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT).
You will be responsible for the message exchange between the shore Command and Control Official Information Exchange System (C2OIX) and Fleet Scribers.
You will monitor operations, maintain interfaces to external systems and synchronize with external data.
You will conduct daily review of events and application logs to determine processes that may degrade system functions or cause failure.
You will provide documentation to the chain of command and input data into the Enterprise Network Monitoring System (ENMS) trouble tickets.
You will coordinate with Numbered Fleet Commanders on Task Organizations, Battle Group compositions, and Command Guard lists.
You will provide training, evaluation, and technical assistance to personnel.
You will represent the Department, Division and/or command in messaging working groups, conferences, and ad hoc troubleshooting meetings with technical/operational partners.
You will review all applicable system training aids, manuals, PQS, and testing material to ensure compliance with Navy training requirements.
You will analyze local processing failures, assist local and support programmers in identifying errors, testing solutions, and implementation of approved software/hardware.
You will serve as the Radiant Mercury Auditor Administrator performing system administrator technical and analytical advice in the secure operation of the Cross-Domain Solution (CDS) Radiant Mercury.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 level INTERMEDIATE within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- The work could involve minimal travel by commercial or military carrier 5% of the time.
Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:

2. Experience demonstrating this competency include: Assisting with the recommendation, testing and documentation of software change proposals and hardware upgrades.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Experience advising the supervisor of status and any new or controversial issues.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Experience analyzing results of testing and sampling to support recommendations for improvement.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience applying IT principles, methods, and practices in support of communications and control systems.
-Experience utilizing quality assurance principles in order to assess and describe results from testing and application of patches and upgrades.
-Experience implementing IT technical documentation methods and procedures, and applying to assigned communication systems.
-Experience implementing updates to the Global message database or similar systems.
This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-2210-11.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management;
OR
Completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management;
OR
Graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
