Duties
As a Program Advisor (Senior Program Advisor), you will:
Assist the Chief Procurement Officer/Deputy Chief Procurement Officer (CPO/DCPO) with statutory and regulatory support, administrative support, training support, procurement support, budget support, performance standards development, quality control, specialty skill leadership, and project support for departmental initiatives.
Perform program and management analyses, conduct studies, recommend strategies, and implement various administrative initiatives in collaboration with the CPO/DCPO.
Assemble and digest available information on various issues, policies, and specific actions that are pending and evaluate, make recommendations, and present these materials to the CPO/DCPO as well as prepare plans and courses of action for new initiatives and special projects within the purview of the CPO/DCPO.
Conduct program and policy impact analyses in support of the decision-making process of the office on issues with department-wide scope.
Provide guidance and advice on controversial, sensitive, and complex technical issues relating to procurement and administrative management matters, which require an understanding of immediate and long-term results and consequences.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position must include at least two of the following:
- Oversee successful accomplishment of strategic program initiatives and policy and management priorities;
- Support senior teams in developing and carrying out plans to achieve strategic goals;
- Advise on progress and emerging challenges
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
