This position is located in the Office of the Executive Director (OED), Financial Management Office (FMO), Federal Trade Commission (FTC). FMO is responsible for Commission-wide budget development and execution, contracting and acquisitions, and financial reporting and analysis. FMO provides critical resource management information and performs direct support to the Commission's implementation of the Government Performance and Results Act, and the Federal Managers' Financial Integrity Act.
Duties
The incumbent is responsible for implementing and managing a comprehensive financial accounting system for the FTC to ensure accurate controls over, and reporting on, agency funds; independently interpreting and providing expert advice and guidance on a wide variety of financial systems and data quality matters that require a strong background in federal accounting and federal financial systems, including authoritative interpretation of Treasury, FASAB, OMB, GSA and GAO financial and accounting regulations, laws and standards; identification and resolution of all financial data quality and reporting issues, and for advising senior agency officials on management controls and data quality issues associated with the agency's financial systems and other related matters.
The incumbent works closely with the Assistant Chief Financial Officer for Financial Operations, the Assistant Chief Financial Officer for Budget, and the Assistant Chief Financial Officer for Acquisition to ensure the agency's financial systems meet critical program requirements for efficient and effective operations, ensuring data quality and reliable financial reporting, and implementation of proper controls to safeguard agency financial data and recording of agency assets. Responsible for analysis, interpretation, and implementation of accounting standards developed by GAO and OMB, advising management on the implications of the new standards and expected impacts relative to implementation, coordinating with financial and program officials to ensure effective implementation of required accounting standards.
Provides expert advice and guidance to the agency's professional technical staff on a wide variety of financial and accounting matters. This includes authoritative interpretation of agency, Treasury, Office of Management and Budget (OMB), General Services Administration (GSA), Government Accountability Office (GAO), GSA's Unified Shared Services Management Office (USSM), and FASAB regulations, laws and standards.
Develops agency standards for guidance to management and suggests solutions to highly complex accounting issues.
Serves as the FTC's primary representative in dealings with other Federal agencies on technical issues pertaining to such areas as authorized non-Treasury depositaries of public money (312 CFR § 202), accounting for redress funds held outside of Treasury, accounting for public money as budgetary and/or non-budgetary funds, and various other matters.
Analyzes, interprets, and oversees the implementation of accounting standards developed by GAO and OMB, advising management on the implications of the new standards and expected impacts relative to implementation, coordinating with financial and program officials to ensure effective implementation of required accounting standards.
Ensures the completeness, reliability and accuracy of accounting data.
Ensures agency's financial systems meet critical program requirements for efficient and effective operations, ensuring data quality and reliable financial reporting, and implementation of proper controls to safeguard agency financial data and recording of agency assets.
Oversees all aspects of systems development, systems implementation and systems configuration.
Participates on agency-wide cross-functional teams and Treasury Administrative Resource Center (ARC) client cross-agency workgroups to ensure that all systems development/implementation/configuration efforts include adequate management and internal controls as part of the design and configuration.
Oversees all aspects of systems management, including the evaluation of financial and travel systems requirements.
Ensures that the systems meet standards and requirements as established in authoritative guidance including applicable laws, regulations and policy as established by oversight agencies such as Office of Management and Budget (OMB), USSM, Treasury, and GAO.
Ensures that the agency's financial systems accurately implement and reflect the critical accounting principles and standards as prescribed by FASAB and other professional accounting organizations.
Serves as the senior point of contact between the agency and the agency's Federal Shared Service Provider, ARC, responsible for ensuring that ARC's financial and travel systems are in compliance with all federal system mandates, including the Federal Information Security Management Act (FISMA).
Documents financial system policies and procedures and provides instruction and guidance to agency employees in the operation of the systems.
Works closely with the Senior Internal Controls Accountant to jointly prepare the assurance section of the Performance and Activity Report, Management Assurances Section, which includes the Chairman's Federal Managers' Financial Integrity Act (FMFIA) statement of assurance, implementation of FMFIA and summary of material weaknesses and non-conformance.

Qualifications
To qualify for a Senior Systems Accountant at the GS-14 level, you must meet the following requirements:
Basic Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
Experience developing Financial Policy
Experience interpreting and adapting to government wide financial policy
Experience conducting analysis of financial data
Experience monitoring financial systems
Experience developing financial reports in a Business Intelligence reporting tool
Experience in USSGL proprietary and budgetary transactions, relationships, edits and validations
Experience in financial analysis including tie point and GTAS edits and validations
Experience in DATA Act reporting
Experience in intragovernmental Trading partner analysis on reciprocal category transactions
Experience in implementing agency compliance to FASAB standards
