The primary purpose of the Program Specialist, HR Liaison position is to provide HR advisory services in all matters pertaining to human resources management and technical support for the regional office Human Resources office. Functions include, employee leave and benefits, recruitment and staffing, employee and labor relations, ensuring all actions are in accordance with agency protocols and regulations.
Duties
MAJOR DUTIES:
Administrative - Assist the staff and managers to develop and implement policies, procedures, and guidelines which institute processes for work to run as effectively and efficiently as possible. Implementations may require recommendations for changes in established process and procedures which help workflow of applicable sections. Assist with data reviews and analyzes data results, identifying any data trends and making recommendations for updating or creating new processes and procedures to help increase workflow. Reports are reviewed for completeness and accuracy prior to being forwarded for official review. In a developmental capacity, the employee assists in the duties for the following programs: Employee Engagement and Recognition Programs, and Performance Management. Work entails providing guidance and advice on assigned programs to improve employee satisfaction, provide meaningful employee recognition, and assist supervisor with Performance Management assistance.
Provides technical advice and assistance and disseminates human resource information to organization. Review's classification standards, guides, to assist and coordinate classification assignments. Assist with the initial classification of individual position for submittal to the CCU Aids supervisors and operating officials on the classification submissions and processes. Keeps abreast of new developments and regulatory guidance from higher authorities and provides interpretative guidance to subordinate regional activities.
Provides advice and assistance on automated classification system eClass 360.Inputs and retrieves data from that ensures the accuracy of organization and position data and initiates corrective action when necessary. Coordinates program requirements with management and others as necessary. Prepares, presents reports and briefings on assignment status and/or recommended actions to appropriate individuals. Visits activities throughout the office to assist staff, supervisors and management officials as requested or as determined necessary by superiors.
Recruitment/Staffing - Assists in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources. Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Assists with guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that may help in staffing the organization and in improving employee productivity, morale, and retention. Coordinates analyses and recommendations with other HR Specialists as appropriate. Reviews and provides solutions to issues and topics where local factors contradict established policy or procedures. Attends required meetings and conferences and carries out special projects and/or assists in carrying out projects or portions of broader studies to resolve controversial issues of problems for the Brigade. Assists and corrects actions, provides advice and assistance on the operation of the Human Resources automated systems and reporting tools. Performs computer inquiries to extract management data from existing files. Incumbent is expected to manage and maintain full visibility over all RPAs from cradle to grave and provide advice/assistance in all stages of the recruitment process.
Management Employee/Labor Relations - 10% Under the direction of a higher-level specialist, the employee provides advice and assistance in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions. Gathers background information and does extensive probing and analysis to identify causes of misconduct and/or poor performance, select the appropriate penalty to ensure consistent and progressive discipline throughout the organization, and then advise managers. Provides advice and assistance on grievance procedures and options for resolution of conflicts or problems. Perform other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). GS-09 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Experience in applying laws, policies, procedures, timekeeping systems and travel orders to coordinate, implement, and maintain matters within the office; appropriate data systems and software to facilitate employee time and attendance system, travel processes and authorizations; using Word documents, Excel spreadsheets, PowerPoint slides and Microsoft Teams to prepare correspondence tracking, directives, conduct and record meetings, and maintain attendance records; Communicate orally and in writing to interface with government and commercial providers to prepare reports and disseminate information.
Education Substitution:Master's or equivalent degree or 2 full years of progressively higher-level graduate education leading to such a degree or LLB or J.D., if related.
GS-11 Grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Experience in applying laws, policies, procedures, timekeeping systems and travel orders to coordinate, implement, and maintain matters within the office; appropriate data systems and software to facilitate employee time and attendance system, travel processes and authorizations; using Word documents, Excel spreadsheets, PowerPoint slides and Microsoft Teams to prepare correspondence tracking, directives, conduct and record meetings, and maintain attendance records; Communicate orally and in writing to interface with government and commercial providers to prepare reports and disseminate information; Government or industry training in project administration.
Education Substitution: PhD or equivalent doctorate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
GS-12 Grade level:
Specialized Experience: You must have one year of specialized experience which was at the GS-11 level and must have been held in the Federal Government. Specialized experience is defined as experience providing advisory services, quality review services, or experience drafting and approving standard operating procedures and/or other forms of regulatory guidance covering multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Employee and Labor Relations.
GS-12--No combination is applicable at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing
in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
