This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an operations research analyst responsible for applying the scientific methodology of several different disciplines to tasks relating to the development, acquisition, and deployment of the complex and technologically advanced weapon systems.

Duties

Analyzes mission requirements to determine cost parameters, specific cost factors and relationships to be utilized in constructing cost models. Designs cost estimate plan and constructs mathematical models required to calculate and evaluate variables and relationships affecting life cycle cost for research and development, investment, and operating phases of equipment/weapon systems. Prepares a variety of regular and one-time reports on cost estimates and cost effectiveness of overall program or specific aspects of program. Provides expert advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives.

• This position requires temporary duty (TDY) travel up to 25% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Operations Research Analyst: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Note: You must submit copies of your transcripts. AND Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade in the Federal service which includes: 1) Analyzing mission requirements to determine cost parameters, specific cost factors and relationships to be utilized in constructing cost models; and 2) Designing cost estimate plans and constructing mathematical models required to calculate and evaluate variables and relationships affecting life cycle cost for research and development, investment, and operating phases of systems. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
