Duties
This position serves as an Administrative Officer for the West Desert District.
Suggests and implements solutions to problems related to office administrative activities.
Makes recommendations for budget adjustments.
Hears or resolves complaints from employees.
Provides advice, leadership, and technical guidance in preparing, issuing, and administering purchasing activities.
Plans work to be accomplished by subordinates.
Develops performance standards.
Gives advice or instruction to supervisors, managers, and subordinates on administrative matters.
Identifies developmental and training needs of employees.
Facilitates the delivery of a wide variety of admin services including time and attendance, onboarding and off-boarding, public greeting, fee collections, deposits, purchasing, fleet management, personal property management, GIS, records and FOIA.
Responsible for programming and annual budgeting submissions and ensures program activities are within budget allocations.
Responsible for compliance with the policies and procedures for handling fleet and personal property.

To qualify at the GS-12 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level equivalent in difficulty and complexity to perform the duties of an Administrative Officer. Qualifying specialized experience includes: providing a wide variety of administrative services to enable efficient operation of a business or program office; analyzing work functions and processes and identifying process improvements; planning and coordinating purchasing, budget and financial plans and operations; communicating and providing guidance to staff on issues or developing and formulating alternative solutions to visitor contact and administrative matters; advising on business management processes such as fleet, property, GIS, purchasing, budget and financial management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Most work is sedentary. Incumbent may be required to sit for long periods and do paperwork or tasks involving personal computer hardware and software. Must be able to concentrate on work projects for extended time frames. May need to cope with mental stress caused by complexities of the job and demands placed on incumbent. i.e., continually changing priorities, short deadlines, lack of adequate staffing and/or funding levels. The position also requires the operation of two- and four-wheel drive vehicles over rough terrain and ungraded surfaces, occasionally under adverse weather conditions. Occasional travel will be required to a variety of locations.
Work Environment: Primarily an office position, however, the job may require visits to the field and other office by car or truck. Occasional assignments may involve working in temperatures exceeding 100 degrees Fahrenheit. This may involve exposure to extreme weather conditions such as cold or extreme heat in addition to windy and dusty conditions. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements.
