This position is in the Global Strategy and Negotiation Division (GSN), Multilateral and Regional Affairs Branch (MRB), Office of International Affairs (OIA), Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. 

Duties

The incumbent serves as a Telecommunications Specialist responsible for providing policy advice on U.S. and international communication matters, represents the FCC at interagency and international meetings, serves on the U.S. delegations on bilateral and multilateral fora, including various international organizations,, such as the International Telecommunication Union (ITU); researches and drafts any assigned documents including memos, policy recommendations, OIA and FCC public notices and orders on matters related to the FCC’s and OIA’s mission.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.   Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.   Specialized Experience GS-13 In order to be deemed as qualified candidates must demonstrate one year of specialized experience which is equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as follows: 1. Experience performing analysis of economic, technical or scientific policies. 2. Experience conducting research or studies involving domestic, regional and/or global policy trends and their implications for the United States. 3. Experience representing an organization at conferences and/or in meetings. 4. Experience preparing written proposals, positions and advocacy materials. GS-14 In order to be deemed as qualified candidates must demonstrate one year of specialized experience which is equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as follows: 1. Experience performing analysis of economic, technical or scientific policies. 2. Experience conducting research or studies involving domestic, regional and/or global policy trends and their implications for the United States. 3. Experience representing an organization at conferences and/or in meetings. 4. Experience preparing written proposals, positions and advocacy materials. 5. Experience providing substantive policy advice, interpretation, and opinions on a wide range of policy issues. 6. Experience presenting conclusions and recommendations in support of the development of policies and positions. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Knowledge of various policy processes such as telecommunications policies Ability to perform multidisciplinary analyses Ability to communicate clearly, concisely, and in an organized manner with conclusions fully supported by appropriate facts and analysis Ability to provide advice on U.S.and/or international policy matters such as trade, terrestrial communications or space policy matters PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
