You will serve as a SUPERVISORY CONSTRUCTION ENGINEERING TECHNICIAN in the NAVFAC FACILITIES ENGINEERING AND ACQUISITION DIVISION (FEAD) of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will assign work to junior employees based on priorities, difficulty of assignments, and the capabilities of employees. You will advise leadership on technical requirements based on the results of inspections or assessments. You will monitor construction to assure compliance with contracts provisions and standards. You will determine best practices for key work processes and standardization of work procedures to optimize efficiency and effectiveness. You will review contractor cost proposals by performing cost and price analysis to highlight hidden and unnecessary costs. You will direct Engineering Technicians providing construction management, contract technical support, and site management for project assigned to

Requirements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Reassignments within the commuting area may be required as the workload is reduced at one site and increased at another.
  • You may be required to work overtime. Call back and emergency overtime are regular requirements of this position. Overtime may be required, but not guaranteed on a regular basis.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
