Incumbent manages a wide variety of complex activities relating to the management of the Health Eligibility Center (HEC), Enrollment Standardization Office (ESO), including planning, programming, budgeting, and general administration. The incumbent is also responsible for establishing and maintaining a comprehensive and integrated program contributing to the effective management control over ESO operations.
Duties
Major Duties Include (But are not limited to):
The incumbent must inter-relate a wide range of data to maintain a perspective that assists top management in program planning and decision making.
Ensures regulatory compliance with functionality, assists in testing software functionality, and provides recommendations for changes.
Makes recommendations concerning the use of automated processes and software enhancements, as well as organizational changes, to improve enrollment and eligibility performance.
Provides analysis and feedback to identify trends and training/coaching opportunities based on quality reviews and timeliness reports.
Prepares and presents recommendations and solutions regarding complex issues based on analysis and evaluation, including the preparation and presentation of reports, proposals, charts, and graphs.
Participates in many VA national committees and represents HEC and Member Services nationwide at meetings, conferences, and VA sponsored conventions.
Develops, update, and communicates policy and processes to VAMC enrollment staff.
Applies high-level quantitative and qualitative skill and methodology to analyses and assessments.
Provides regulatory and technical support and guidance to staff and provides specifications for software development.
Work Schedule: M-F, 40 hours / week (TBD by Supervisor)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2024.
Time-in-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet Time-in-Grade requirements, by the closing date of this announcement. If you have not held a GS grade at any time in the past 52 weeks, this requirement does not apply to you.
GS-14 Time-In-Grade Requirement: For this GS-14 position, you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-in-Grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year Time-in-Grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year Time-in-Grade. Note: Time-in-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: For this position, you must have one year of specialized experience equivalent to at least the next lower grade, GS-13, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ensures overall efficient and effective management of the business line.
Oversees the successful implementation of national programs relating to enrollment programs, eligibility verification, benefits determinations, and enrollment processing functions at regional and local levels.
Manages the planning, programming, budgeting, directing, controlling, coordinating, operating, evaluating, and staffing of all division functions.
Develops and manages business line processes and ensures effective and economical assignment of staffing to support program operations.
Coordinates and manages staff education and training, system accesses, feedback on system issues, and requests for system enhancements.
