The primary purpose of this position is: A an Air Reserve Technician (ART), manage the personnel function the unit commander. Serves a the Commander's personnel subject matter expert who analyze the manpower tatus and personnel requirements of the unit in order develop.
Duties
This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

MAJOR DUTIES for HUMAN RESOURCES SPECIALIST (MILITARY), GG-0201-09
- Plans, directs and controls all assigned elements of the Personnel/Administrative program which include strength accountability, manning control and classification, Officer/Enlisted Performance Report (OPR/OER), awards and decorations, and officer and enlisted promotions.
-Performs personnel actions pertaining to voluntary and involuntary outbound assignments, reassignments and retirements to include, but not limited to, administrative separations, high year of tenure and mandatory separation dates.
- Independently develops, manages and administers personnel and manpower programs for the Commander specific to supporting readiness and operational integration of AGRs, ARTs, and Traditional Reservists (TRs).
- Develops unit readiness plans for the administration of contingencies and mobilization. Manages programming plans (PPLANS) for receipt/conversion of new systems, mission changes and unit activation/deactivation.

- The incumbent must be eligible for Top Secret/Sensitive Compartmented Information (SCI) Access.

- This position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident testing.

Qualifications

ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the Air Force (AF0 Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of methods, procedures, regulations, instructions, and documentation requirements of personnel, and manpower programs. Extensive knowledge of processes and procedures for evaluating personnel and manpower progran1s to plan the steps to take to complete assignments, identify problems from collected data, and select solutions from alternatives in guidelines. Expert knowledge of overall phases of the Air Force and AFRC personnel and manpower progran1s to determine most expedient means/methods for implementing changes affecting the programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
l. Extensive knowledge of the AFRC Reserve mission and training methods, policies, procedures, regulations, instructions, and documentation requirements.
High level of knowledge and skill in using automated systems to prepare reports and extract data from them. Ability to analyze automated products to determine adequacy of program and/or deficiencies.
Ability to independently manage, update, and revise personnel and unit manning document data.
Expert level knowledge to interpret, develop, and apply Joint, Air Force, MAJCOM, or Air Force Component manpower and personnel policies in order to ensure unit combat mission readiness.
Master level skills in oral and written communication and ability to coordinate with all levels of command to ensure accomplishment of personnel, manpower and special security program objectives.
Master level of knowledge of special security information, personnel and physical security DoD and Air Force regulations, directives, and reporting requirements.
High degree of knowledge for management of the Reserve Personnel Appropriations (RPA) and Military Personnel Appropriations (MPA) programs and associated personnel actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
