This position is located in United States Department of Agriculture (USDA), Departmental Administration (DA), Office of Operations (OO), Mail and Reproduction Management Division (MRMD). The primary purpose of this position is to serve as the nation-wide Departmental Mail Manager for USDA mission areas/agencies providing oversight and administration of the mail management program. .

Duties

Reviewing and evaluating mail data, trends, and operating costs to develop budgets and spending plans and postage expenses for agencies. Managing projects such as evaluating current mail safety and security protocols in place, mailing equipment compatibility with the operation, proper monitoring of expenditures, postage/shipping cost savings programs, and vendor agreements. Interpretating policies and strategies to mitigate mailing and shipping costs, methods, and issues that have a broad impact and effect on the productivity or operations for agency’s mission areas/agencies around the country.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: At the GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is experience: Providing oversight of an organization's mail management program goals and objectives related to business support services for customers. Evaluating and assessing mail management program services, processes, and techniques to develop and implement policies, process improvements and cost savings. Reviewing and implementing mail management federal regulations, laws, and policies to provide advice, guidance, and ensuring compliance. Developing and preparing mail management policy, briefing materials, program analysis reports, and training materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education substitute for specialized experience at the GS-14 level.
