The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high potential manager/executive candidate; it is not a continuing position and assignment duration is NTE 30 months.
Duties
DUTY 1:
Performs Career Broadening assignments designed to enhance and develop leadership competencies and business skills in the civil engineer functional community. Develops, publishes, and evaluates energy facility policies for achieving and reporting energy goals to comply with the United States Air Force Energy Strategic Plan. Develops and tracks metrics to monitor energy goals and measure policy impacts on Air Force operations and readiness. Leadership assignments involve planning, and direction, of a variety of integrated energy programs. Senior leadership broadening assignments involve providing expertise, authority, and advice on all aspects of the policy development and Air Force wide oversight of energy strategies and portfolios to achieve strategic energy goals and objectives. Interface with AF A4/7 and other Air Staff functions, Secretariat, DoD Agencies, major commands and Air Force Energy managers are required for purposes of negotiations, coordination and/or integration of the organization work with that of the other party.
DUTY 2:
Provides budget oversight and develops requirements to include Program Objective Memorandum (POM) submission, annual authorizations, and budget execution as it pertains to energy facilities engineering policy. Incumbent is responsible and accountable to the DAS (Energy) for developing analytical frameworks and providing oversight to support Air Force energy goals; executing DoD energy policies and mandates; and interfacing with the combatant commands (CoCOMS), Defense Agencies (Defense Logistics Agency (DLQ)/ Defense Energy Support Center (DECS) and other Federal Agencies, providing the strategic focus and innovative leadership in the development, refinement and integration and implementation of the Air Force energy strategy across the Air Force. Business acumen broadening assignments include applying a broad knowledge of the budgeting policies and procedures and related technology solutions for tracking and reporting.
DUTY 3:
Incumbent is an advisor to the DAS (Energy) on Installations energy policy and program requirement details and status of energy opportunities/impediments as they develop. Career broadening assignments will enhance leading change skills and core competencies to include conducting comprehensive assessments and evaluation of program goals and objectives which results provide the basis for long range planning to enhance the organizations' management capabilities. Responsible for providing significant and innovative recommendations for advancing programs. Ensures the Air Force energy facility strategy aligns with and supports DoD strategic guidance, initiatives, and the DoD, energy, operational energy and energy security strategy.
DUTY 4:
Serves as a member of various internal and external boards to include cross service, DoD, Secretariat, Air Staff, and other federal agencies that address the full spectrum of facility energy that address opportunities, challenges and produce cooperative solutions that support Air Force energy goals and objectives. Maintains liaison with professional associations and federal agencies e.g. Department of Energy, General Service Administrations Federal etc. Participates are other associated meetings, seminars and conferences sponsored by the Air Force, Secretariat, OSD other federal agencies and national/international energy programs. Reviews proposed legislation to assess potential impacts on the Air Force energy programs and initiatives. Prepares material for use by the Deputy Assistant Secretary (DAS) when appearing before congressional groups. Attends MAJCOM/FOA/DRU energy conferences and properly conveys the Air Force energy position on the issues presented serving as a subject matter expert.
DUTY 5:
Attends meetings, seminars, and workshops to remain proficient on developments within the energy field. Maintains currency with advancements in energy technologies, industry energy practices, and academia. Establishes, develops, and maintains effective working relationships with organizations that interface with the SAF/IEN Energy office.

- Career Broadening also provides training and developmental opportunities at various organizational levels.
- These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
- Employee may be required to travel TOY to perform assigned duties on commercial or military aircraft.
- Employee may be required to work other than normal duty hours to provide direct support to Assistant Secretary (SAF/IE) and Deputy Assistant Secretary (SAF/IEN) requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge if Air Force energy management concept, policies, and practices within Air Force business processes and the skill in using those concepts, policies, business processes.
Knowledge of multi-disciplinary professional energy engineering concepts, principals, practices and standards, methods, techniques, material and equipment.
Knowledge of the Air Force Corporate Structure, Federal Planning, Programming and Budgeting System and contracting provisions.
Skill in evaluating state-of -the-art scientific and engineering technologies and incorporating into the planning, design, operation, maintenance, repair, and upgrade of instillations natural/built infrastructure.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
