This is a Supervisory Management (Business Office Manager) position, and the primary purpose of the position is to advise the Assistant Chief, Health Administration Service, as well as other management concerning patient administration and legal eligibility issues concerning the operation of the section.

Duties

Major duties (Full performance level): Provides a high level of administrative support to HAS, upper management and clinical services, in his/her role as the Business Office Manager. Oversees the functions of the Business Office which consists of Enrollment /Eligibility, Decedent Affairs, Patient Lodging, Patient Funds, and Emergency Room Clerical Support. Provides oversight and supervision for the Administrative Officer on Duty (AODs). Fully functioning manager among Service and Section Chiefs in contributing to top management policy and decision- making processes of significant importance to the operation of various programs. Maintain and improve systems of delivering health care by developing better programs and policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for positive change and continuous improvement for HAS functions. Responsible for translating the policies, theories, and strategies into action within the complex interrelationships that exist in HAS operations. Monitors patients' enrollment information to the outpatient clinics ensuring accurate eligibility is reflected and enrollments are active. Applies a strong working knowledge with eligibility criteria for many different areas, such as, prosthetic devices, medications, dental care, outside referrals and any special procedure, which may be necessary or requested. Responsible on a day-to-day basis for coordinating and facilitating the function of all services, clinical and administrative, which interface with the Business Office. This includes relations with support services such as Fiscal, Supply Chain Management, Human Resources, Environmental Management, Facilities Management, Information management, clinical services, etc. Investigates patient complaints on eligibility issues and prepares written response. Assists Clinical Service personnel in orienting and advising physicians, residents and interns in VA regulations, policies and procedures on patient care medical administration matters and serves as a Team Advocate when current policies impair efficient and effective patient care. Will analyze, interpret and implement regulations accurately to reflect current operating procedures and is familiar with precedents concerning changes in regulations or policies. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: Do you possess at least one (1) full year of experience equivalent to the GS-7 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience consists of: Knowledge of a wide range of administrative concepts, principals, and practices such as Bed Management, BMS, Beneficiary Travel claims management, ECAMs for ambulance and special mode claims. Knowledge of overall Health Care System's objectives, goals, decisions and policies. Basic knowledge of medical center organization, functions, specialties, and programs. Knowledge of medical terminology. Knowledge of medical resources in surrounding community. Knowledge of scheduling policies and Community Care Eligibilities.OR GS-09 Substitution of Education for Experience: I possess a Master's degree or equivalent graduate degree -OR- two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B or J.D., if related and if such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education obtained in an accredited college or university, may be substituted to qualify for this grade 9, Administrative Officer position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts Required. OR GS-09 Combining Education and Experience: I possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Medical Administration Specialist position, which may be substituted to meet the experience requirements of the position. For example, 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-9) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-9) would qualify for a GS-9 position. NOTE: Transcripts Required. GS 11 Specialized Experience: Do you possess at least one (1) year of specialized experience equivalent to at least the GS-9 level? Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to: being a subject matter expert in health administration VistA software packages; planning and oversight of implementing new software; providing training and assistance to users; ensuring data security by verifying only the appropriate staff members have access to data; troubleshooting for clinical and administrative staff; analyzing, testing, and evaluating new software packages; coordinating training and communication related to national software changes; serving as liaison between HAS and OI&T. OR GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Have you successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR GS-11 COMBINING EDUCATION AND EXPERIENCE: Have you successfully completed an equivalent combination of experience and education as described above? Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
