About the Position: Serves as a Contract Price/Cost Analyst with the Army Contacting Command-Detroit Arsenal in Warren, Michigan.

Duties
Provides negotiation services relative to the cost or price of ancillary contractual issues concerning submitted proposals to the Commander, Program Offices and Contracting Officers.
Evaluates acquired technical and/or professional support service findings and recommendations.
Serves as senior technical analyst responsible for analyzing, monitoring, and coordinating projects for the Pricing Division.
Reviews direct/indirect cost elements and cost of money factors for the division.
Provides analysis of contract’s in areas such as: direct labor hours, pas performance, and cost of previous procurement.
Performs technical evaluations of contractor’s proposals for the organization.
Performs detailed analysis of the individual cost elements of a contractor’s proposal.
Serves as a technical team leader on cost studies/reviews for the organization.
Provides advice and analytics relative to the cost or price of ancillary contractual issues to the Commander, Program Offices and Contracting Officers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional within 36 months of entrance on duty.
- Must file a Financial Disclosure Statement, OGE, Form 450, upon entry onto the position and annually thereafter.

Basic Requirement for 1102 series:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience which includes:1) Applying cost and price techniques with business and industry principles and practices to analyze cost elements on a wide range of contract types, proposals, modifications, or terminations; 2) Preparing contract negotiations; 3) Analyzing contractor's projected estimated proposal cost for reasonableness; AND 4) Reviewing significant contractor-proposed direct and indirect elements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education cannot be substituted for experience.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
