Qualifications
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as developing, analyzing, implementing and providing strategic direction to various comprehensive Safety, Health and Environmental Management (SHEM) programs; directing and mentoring junior to mid-level safety and environmental professionals; managing and conducting SHEM regulatory, programmatic and/or infrastructure audits and inspections; developing and implementing national SHEM policies, procedures and programs, managing SHEM record-keeping and reporting requirements; providing SHEM training and site specific support to Safety, Health and Environmental Program managers; and providing COR functions and services for SHEM support contracts.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of a wide range of SHEM-related concepts, principles, and practices.
Knowledge of SHEM concepts, principles, laws, regulations, and precedent decisions enable him/her to recommend substantive program changes or alternative new courses of managerial action.
Knowledge of public policy analysis and familiarity with the research techniques used in economic, environmental, and risk assessments.
Knowledge to offer recommendations in the development, interpretation, or application of Federal and Agency wide SHEM policies and standards.
Knowledge to serve as a technical authority.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
