This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), Massachusetts. The incumbent is responsible for supporting detailed analyses of functions, processes, and data pertaining to the effectiveness, efficiency, and accountability of programs and work operations in the state.

Duties

Conduct reviews, reports, and analysis of systems and procedure for problems. Assist with research and identify program concepts and techniques. Prepare regular and recurring reports and viewgraphs depicting findings. Evaluate existing programs to determine if processes are in compliance with requirements.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-05 Specialized Experience: Three years of progressively responsible general experience, 1 year of which was equivalent to at least the GS-04 grade level in the Federal Service, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. (Your resume must CLEARLY demonstrate this experience) OR Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. NOTE: You MUST submit supporting academic transcripts. OR Combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: You MUST submit supporting academic transcripts. GS-07 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties: Reviewing plans for programs to determine effectiveness in meeting the organization's mission; Participating in planning sessions with team members to identify ways of carrying out existing programs; and Assisting with studies to determine if programs meet compliance with procedural standards. (Your resume must CLEARLY demonstrate this experience) OR Education: Must have one full year of graduate level education in business, operations management, or other directly related field. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. NOTE: You MUST submit supporting academic transcripts. OR Combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You MUST submit supporting academic transcripts. OR Superior Academic Achievement: Must meet the qualifications for Superior Academic Achievement, which include a bachelor's degree in business, operations management, or other directly related field and meet ONE of the following: A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study; Rank in the upper one-third of your class in the college, university, or major subdivision; or Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society. GS-09 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties: Analyzing plans for programs to determine effectiveness in meeting the organization's mission; Participating in planning sessions with senior specialists to identify ways of carrying out existing programs; Collaborating on studies to determine if programs meet compliance with regulatory standards; Preparing regular and recurring reports and viewgraphs depicting findings; and Gathering information to assist senior specialists with planning studies. (Your resume must CLEARLY demonstrate this experience) OR Education: Must have a Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in business, operations management, or other directly related field. OR Combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade.
