The incumbent is responsible for supporting detailed analyses of functions, processes, and data pertaining to the effectiveness, efficiency, and accountability of programs and work operations in the state.

Duties

Interacts with members of the State Leadership Team to provide support in the analysis of functions, processes, and data pertaining to the effectiveness, efficiency, and accountability of programs and work operations in assigned Field Offices. Generates reports that provide Farm Bill accomplishments, tracking, and budget status; reports are generated from USDA systems and merged into Excel and Access. Participates in the analysis of program and staffing trends/projections and provides recommendations to the State Leadership Team; participates in workload analysis or workforce planning efforts. Process applications and certifications of eligibility: review payment requests and verify payment documents to ensure complete information is provided. This includes analyzing problems with applications and taking remedial actions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below and General restriction on movement after competitive appointment/time-after-competitive appointment. Minimum Qualifications Requirement: Specialized Experience for GS-05: To qualify for the GS-05 you must possess three years of general experience, one year for which was equivalent to at least the GS-04 grade level in the Federal service. General experience includes; attends meetings with management or higher graded specialist to discuss information relating to findings and conclusions. The work performed involves simple activities such as support, and clerical functions comprised of repetitive tasks and processes. OR Education Substitution: Four-year course of study leading to a bachelors degree. OR Combination of Education and Experience: A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for GS-07: To qualify for the GS-07 grade level, you must possess at least one year of specialized experience, equivalent to the Federal GS-05 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience includes; providing advice and support to management and program officials on the interpretation of regulations and guidelines. OR Education Substitution: 1 year of graduate-level education in a related field. OR Superior Academic Achievement: To qualify for superior academic achievement, you must have ONE of the following: (1) standing in the upper third of your college class or major subdivision at the time you apply; (2) grade point average of B (3.0 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; (3) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed, either (a) at the time of application or (b) during the last 2 years of your undergraduate curriculum; OR (4) election to membership in one of the national honorary scholastic societies that meets the requirements of the Association of College Honor Society. OR Combination of Education and Experience: A combination of graduate level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for GS 09: To qualify for the GS-09 grade level, you must possess at least one year of specialized experience, equivalent to the Federal GS-07 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, examples of specialized experience include performing assignments, projects or studies related to administrative business operations and programs; applying analytical and evaluative techniques and skills to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; producing a variety of technical and narrative reports to document planning and application work. OR Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B., or J.D., if related. OR Combination of Education and Experience: A combination of graduate level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
