This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. This is not a high grade position, therefore the salary range is capped at the GS-13 Step 10 $153,354. You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Human Resources Office of the Operations Department of CARDEROCK DIV NS.

Duties

You will identify and develop new ways to resolve problems or to cope with issues affecting accomplishment of program goals and objectives. You will develop administrative guidelines for the conduct of program operations or develop new criteria for measuring program accomplishments. You will provide advice to command management in designing and planning a future workforce. You will develop, analyze and summarize current division HR plans and needs assessments by reviewing past hiring results, to target correct applicant pool. You will analyze trends and forecast changes in workforce requirements to meet future demands. You will evaluate key organizational program/project and issues concerning administrative functions, program operations, financial analysis, business operations and resources use. You will develop and interpret policies and procedures governing the planning and delivery of services. You will develop plans and schedules, estimate resource requirements, define milestones and deliverables, monitor activities evaluating and reporting on the work.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing multiple data sources to provide program support for administrative programs (i.e. financial/budget management, contracts/acquisition, DTS, and time/attendance) to maintain program objectives and goals and meet future mission needs.
