The GS-8 VA Ann Arbor Healthcare System (VAAAHS) Supervisory Medical Support Assistant (MSA) is assigned to Clinical Access Management Services (CAMS) under the direct supervision of the Administrative Officer, and is responsible for full supervision of approximately 12 Advanced MSAs. Assignments at this level includes, but is not limited to: assigning and evaluating the work of subordinate staff, performance evaluations, selection of staff, and recommendation of awards and/or advancements.

Duties

Duties include but are not limited to the following: The Supervisory MSA carries out a full range of administrative and supervisory duties, to include assignment of work, performance evaluations, selection of staff, and recommendations for awards and advancements. Organizes work, sets priorities, and delegates tasks and responsibilities in order to meet deadlines. Communicates skillfully with individuals in order to obtain the desired effect, while ensuring compliance with established policies and regulations. Manages staffing requirements, manages priorities, and coordinates work in order to complete duties in an accurate and timely manner. Follows up on pending issues while demonstrating an understanding of the impact of work not completed. Provides briefings, orientations, staff development, and training. Manages fiscal matters, forecasts resource and equipment needs, and identifies budgetary needs. Shows courtesy, respect, and a positive attitude toward patients, co-workers, subordinate staff, and the public. Demonstrates ability to collaborate, communicate, set priorities, and organize work in order to meet deadlines and to ensure compliance with established processes, policies, and regulations. Applies discernment and sensitivity when performing tasks required to resolve issues accurately and timely. Facilitates any necessary follow-up so as to ensure satisfactory resolution. Communicates tactfully and effectively, both orally and in writing, in order to meet program objectives. Demonstrates advanced knowledge of technical health care processes as they relate to patients' access to care. Collaborates, communicates, and demonstrates customer service and interpersonal skills with all healthcare professionals in order to ensure quality and continuity of care and as well, to ensure compliance with established policies and regulations. Demonstrates advanced knowledge of managing a clinic and authoritatively utilizes various reference sources. Makes decisions and empowers others to collaborate in order to resolve problems within a complex systems environment. Applies authoritative knowledge of policies and procedures associated with operational activities that affect patient flow, patient care, and the revenue process. Utilizes computerized programs and databases in order to enter, modify, and retrieve sensitive information and various data into or from electronic medical records, scheduling systems, and/or reporting formats. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/08/2024. COVERAGE: The following are requirements for appointment as a Medical Support Assistant (MSA) in the Veterans Health Administration (VHA). These requirements apply to all VHA MSAs in the General Schedule (GS)-679 series. Basic Requirements: Citizenship: Citizen of the United States. Experience and/or Education Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or Education. One year above high school; or Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005. GRADE REQUIREMENTS Creditable Experience Knowledge of Current MSA Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with current MSA responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MSA. Quality of Experience. Qualifying experience must be at a level comparable to MSA experience at the next lower grade level. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Part-Time Experience. Part-time experience as a MSA is creditable according to its relationship to the full-time workweek. For example, a MSA employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service. GS-7 Supervisory/Lead MSA Experience. One year of experience equivalent to the next lower grade level. Assignment. Supervisory MSAs plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility. Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below: Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development and training. Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities. GS-8 Supervisory MSA Experience. One year of experience equivalent to the next lower grade level (GS-07). Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility for supervising at least one subordinate team leader or supervisor. Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management. References: VA Handbook 5005/53, Part II, Appendix G-45. Physical Requirements: Generally, the work does not involve special physical demands. Duties are performed in several medical center areas and incumbent must be able to travel to treatment areas with ease. The majority of time is spent working at a desk. It involves the frequent use of office equipment including the telephone, copier, personal computer, printer and mainframe terminals. There is the potential for extended periods of sitting, standing and carrying items weighing up to 20 pounds, i.e., medical records and manuals. May involve transporting of patients in wheelchairs. The incumbent is expected to use proper preventive ergonomic techniques to perform duties.
