The primary purpose of this position is to serve as a logistics management specialist to exercise management direction over assigned aircraft systems, subsystems and equipment to insure timely worldwide maintenance, supply, procurement, overhaul and repair support. Responsible for assessing problems, strategies and improvements for continued support to the supply chain.
Duties
Develops routine Integrated Logistics Support (ILS) plans and milestones or segments of larger plans as directed by policy and guidance to provide the best product.
Continually monitors maintenance plans, and support for manpower/personnel, supply, test equipment, technical data, financial and facilities requirements.
Assists project/program managers with development of assessment criteria for major areas in the lifecycle of systems and equipment.
Serves as technical advisor on contracts.
Serves as representative and spokesperson in communicating acquisition logistics program matters.

This position may be filled at the (GS-7, GS-9, or GS-11 level). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes assisting other specialists in the planning, management and coordination of life cycle logistics support for assigned systems/subsystems. Recognizing problem areas, gathering data, evaluating and preparing reports in order to identify significant factors, and recommend solutions to support lifecycle sustainment of systems and equipment.

COMBINATION OF EXPERIENCE AND EDUCATION
SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing investigative research and participating in projects for planning, management and development of life cycle logistics support for assigned systems/subsystems. Identify issues and recommend solutions, perform data analysis, and conduct studies regarding lifecycle sustainment of systems, equipment, contractual processes, and acquisition programs.

EDUCATION: Successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a major field of study appropriate to the specialization of the position

COMBINATION OF EXPERIENCE AND EDUCATION
SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing Integrated Logistics Support planning and assessing logistics impact of supporting systems across the lifecycle to include maintenance requirements, development, acquisition programs, and sustainment. Assisting in the contractual processes; preparing briefings, recommending improvements and strategies to ensure continued supportability for worldwide maintenance, supply procurement, manpower and financial support.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M. in a major field of study appropriate to the specialization of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
3. Knowledge of system life cycle concepts and designs as they apply to system research, development, and acquisition.
4. Knowledge of contractual processes, procedures, and technical requirements.
5. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, material, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals. identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
6. Ability to communicate effectively, both orally and in writing.
7. Knowledge of overall Supply Chain Management procedures.
WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate controlled office.
