The primary purpose of this position is to serve as the Management and Program Analysis Officer for the commander of the Air Force Operations Group (AFOG).
Duties
Applying Air Force military operations expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major space mission and operational plans. Programs relate to one or more of the following tactical or strategic areas: Surveillance & Reconnaissance; Global Information Grid Operations & Defense; Cyber Integration.
Develops new methods for testing and evaluating the effectiveness of planning, programming, and budget actions/processes in support of major Air Force mission and operational plans. Analyzes the effect of high-level decisions (e.g., Joint Chiefs of Staff), on the overall Planning, Programming, & Budgeting System (PPBS) processes, developing changes in areas where necessary and preparing justification rationales to support the changes. Defends recommendations to higher levels of management as necessary. Establishes on-going evaluation mechanisms for evaluating the effectiveness of the PPBS process as it relates to major mission and operational plans support. Performs risk/benefit, dollar cost/economic analysis in support of decision making on significant issues.
Directs and/or leads broad studies involving major manpower programs and policies that affect all AFOG missions. Studies concern such areas as actions related to managing the Secretary of the Air Force (SECAF) directed initiatives; directing competitive sourcing and privatization initiatives; implementing the Weapons Systems Cost Reduction program; implementing manpower and organizational aspects of the mission-ready technician program; implementing organizational structure initiatives; facilitating the MAJCOM's Performance Management Program; and/or implementing the Manpower Programming and Execution System (MPES) for the command.
Works with the Commander in planning, organizing, and overseeing the activities of the Group. Aids the AFOG Commander, Deputy Director and subordinate operating officials in achieving mission objectives through knowledge of and skills in dealing with organization, methods, funds, people, equipment, and other tools or resources of management.

- Work may require travel away from the normal duty station on military and commercial aircraft.

- Must have a top-secret clearance with Sensitive Compartmented Information (SCI) access.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices for a variety of space/cyberspace programs, such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare; and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range war, mobilization, exercise, deployment, and similar operations planning efforts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBS process supports them.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Surveillance & Reconnaissance; Missile Warning/Defense; Cyber Integration, and associated mission and flight operations, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, Planning, Programming, & Budgeting System (PPBS/PPBE), acquisition, special operations, or similar operations.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Knowledge of technical security programs to identify vulnerabilities. Ability to evaluate, and implement procedures for safeguarding information, property, operations, and materials from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
