This position is with USDA, Agricultural Marketing Service (AMS), Fair Trade Practices Program (FTPP), Packers and Stockyards Division (PSD). The Legal Instruments Examiner is located in the Regional Office and is responsible for independently reviewing and analyzing legal and financial instruments and supporting documents to determine whether a requested action complies with specific provisions of the Packers and Stockyards Act (Act) and regulations.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Provide administrative support: records review, correspondence, documentation, database input, scanning reports, and occasional general administrative tasks. Receive new and proposed livestock market tariffs; examine the tariff to determine if it is ambiguous or discriminatory; and compose letters to the market requesting required signatures. Prepare letters transmitting stockyard jurisdictional questionnaires to the owners or operators of newly constructed or non-posted stockyards, requesting full disclosure of operations and facilities. Forward packer inquiry forms to slaughtering packers currently operating but not bonded with Packers and Stockyards Division. Performs all necessary actions to ensure documents are in proper form for filing. Receive and review incoming correspondence to determine subject matter, priority, and appropriate routing. Prepare letters of acknowledgment, notifications, annual report forms, written guidance, and other official communication sent to surety companies, banks, and state agencies. Enter registration and other entity data to a computer database, archive documents for permanent records, and sends completed documentation to individuals and firms.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-05 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-04 grade level) that may have been obtained in the private or public (local, county, state, Federal) sectors that demonstrates: - Under close supervision, ability to recognize documentation inconsistencies and discrepancies in legal and financial documents submitted for review. - Ability to use Microsoft Office software to enter data into a computer system and create letters of acceptance, correction notifications, written guidance, other official communication. - Ability to apply standard operating office procedures in reviewing submissions to ensure compliance. - Under close supervision, ability to communicate either verbally or orally explaining procedures, corrective options, and/or obtaining additional information. OR 4 years above high school Equivalent combinations of education and experience are qualifying for this grade level. FOR THE GS-06 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: - Under limited supervision, demonstrates the ability to recognize and resolve documentation inconsistencies and discrepancies in legal and financial documents submitted for review and make determinations regarding conflicts. - Ability to use Microsoft Office software to enter data into a computer system and to create letters of acceptance, correction notifications, written guidance, and other official communication. - Under limited supervision, ability to apply standard operating office procedures in reviewing submissions to ensure compliance. - Under limited supervision , ability to communicate either verbally or orally explaining procedures, corrective options, and/or obtaining additional information. Note: There is no education substitution for this grade level. . FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: .- The ability to recognize and resolve documentation inconsistencies and discrepancies in legal and financial documents submitted for review and make determinations regarding conflicts. - Ability to use Microsoft Office software to enter data into a computer system and to create letters of acceptance, correction notifications, written guidance, and other official communication. - Ability to apply standard operating office procedures in reviewing submissions to ensure compliance. - Ability to communicate either verbally or orally explaining procedures, corrective options, and/or obtaining additional information. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education.??????? This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-05 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
