The incumbent serves as a Supervisory Legal Instruments Examiner in the Regional Office of the Packers and Stockyards Division, Legal Instrument Examiner Unit (LIEU), responsible for independently reviewing and analyzing legal and financial documents to determine whether a requested action complies with specific provisions of the Packers and Stockyards Act and regulations and provides administrative support to the Administrative Officer in the Region.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Serve as the Supervisory Legal Instruments Examiner (LIE) in the Regional Office and is responsible for independently reviewing and analyzing legal and financial instruments and supporting documents.
Serve as the liaison between the Administrative Officer (AO) and the Legal Instrument Examiner Unit.
Provide technical guidance to staff, registrants, packers, banks, surety companies, and trustees related to jurisdiction and bonding issues.
Provide technical and administrative supervision to the Legal Instrument Examiners.
Review work and appraise employee results related to the Division goals and objectives, ensuring the timely performance of satisfactory work efforts, and reviews work for soundness, adequacy.
Evaluate resources and staffing needs for assigned projects and workloads, and oversees resource utilization to meet deadlines.
Resolve informal employee complaints and refers more complex issues to the Administrative Officer.
Responsible for handling any employee conduct matters that arise.
Responsible for identifying the staff's training needs, locating training resources that meet those needs, and initiating implementation proposals.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-8 grade level) that demonstrates:
Independently reviews and analyzes legal documents, financial instruments, and supporting documents for completeness and accuracy to ensure compliance with the Packers and Stockyards Act and regulations.
Utilizing verbal and written communications to prepare and send correspondence presenting findings and recommendations.
Limited experience in supervising work products of others by reviewing and analyzing legal documents, financial instruments, and supporting documents for timeliness, accuracy, and compliance.
Limited experience in leading or training individuals in accordance with office standard operating procedures.
Experience in operating a computer and various software (Email, Internet, Microsoft Word, Excel, PDF) applications.

FOR THE GS-10 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Independently reviews and analyzes legal documents, financial instruments, and supporting documents for completeness and accuracy to ensure compliance with the Packers and Stockyards Act and regulations.
Utilizing thorough verbal and written communications to prepare and send correspondence presenting findings and recommendations.
Experience in supervising work products of others by reviewing and analyzing legal documents, financial instruments, and supporting documents for timeliness, accuracy, and compliance.
Experience in leading or training individuals in accordance with office standard operating procedures.
Experience in operating a computer and various software (Email, Internet, Microsoft Word, Excel, PDF) applications.
Note: There is no education substitution for this grade level.
