You will serve as a SUPERVISORY POLICE OFFICER in the SECURITY DEPARTMENT of NAVBASE VENTURA COUNTY SEC.

Duties

You will develop force protection plans and procedures in accordance with an organization’s mission and objectives. You will advise a Chief of Police of all serious or continuing incidents. You will collect, record, or present evidence in court cases. You will assign work to law enforcement employees based on priorities and individual capabilities. You will conduct daily inspections of posts and take immediate action to correct discrepancies noted.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • Must successfully complete a designated U.S. Navy Police Officer Course of Instruction and meet all certificate requirements, to include weapons certificates, CPR, AED, DoD and Joint Training Regulations.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Investigating complaints while enforcing laws and regulations (i.e., Federal and State law, Uniform Code of Military Justice (UCMJ), Navy Regulations, Marine Corps Orders, and base regulations); 2) Directing day-to-day technical and administrative supervision to a group of police officers; 3) Providing guidance on Police, Security, Anti-Terrorism, and Law Enforcement policies and procedures; 4) Responding to critical incidents to ensure safety of the protection of lives or property; 5) Utilizing law enforcement equipment in order to perform security or law enforcement duties; 6) Establishing mission priorities to delegate and provide optimal law enforcement output. Must pass a sanctioned Physical Agility Test, medical evaluation and pass periodic re-tests as required. Must pass a sanctioned job compatibility/psychological examination. Completion of the Federal Law Enforcement Training Center (FLETC) Uniformed. Police Training Program is a condition of continued employment. Employee will be required to sign a continuing service agreement prior to travel to the academy. Agreement to Continue in Service - CSA, Agency requires 36 months of continued employment after the completion of required training from the FLETC in accordance with Title 5 USC 4108 and 5 CFR410.309. Failure to voluntary complete length of employment requirement can subject employee to reimburse to the agency for fees, such as tuition and related fees, travel, and other special expenses (excluding salary) paid in connection with the training. PHYSICAL DEMANDS: Work requires considerate and strenuous physical exertion such as frequent climbing or multiple flights of stairs, lifting heavy object over 50 pounds, crouching or crawling in restrictive areas during search or pursuit activities, or defending oneself or others against physical attack. WORK ENVIRONMENT: Work is performed where there is exposure to moderate discomforts and unpleasantness. May be required to use protective clothing or gear. Work involves moderate risk and discomfort while outdoors without shelter or operating vehicles for extended periods of time over rough terrain. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
