Positions are available at Olympic National Park and Lava Beds/Tulelake National Monuments in their respective Wildland Fire Programs. 1 position is available at each unit. These positions are permanent with a full-time work schedule. The DOI Standard position descriptions of DX00300 and DX00400, Wildland Firefighter, GS-0456-5/6 are being used to fill these positions. Position is non-supervisory in nature and is considered Non-Exempt from the Fair Labor Standards Act (FLSA).

Qualifications

All qualifications must be met by the closing date of this announcement03/13/2024 unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. This position has been identified as one of the key fire management positions under the Interagency Fire Program management (IFPM) Standard. This position has been categorized as a Senior Firefighter and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. Selective Factors: The applicant must have all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (You must need to meet this requirement to also qualify for the GS-456-5, since this position has a full performance potential of GS-456-6): 1. Firefighter Type 1 (FFT1) 2. S-290, Intermediate Fire Behavior 3. S-211, Portable Pumps and Water Use -AND- This position is covered by the special retirement provisions of 5 U.S.C. 8336 (c) and 5 U.S.C. 8412 (d) as a Primary/Rigorous Firefighter. Applicants must be 18 years of age, but not have reached their 37th birthday by the closing date of this announcement. These positions are covered by the special enhanced annuity retirement provisions for Federal Firefighters and Law Enforcement officers and have a mandatory retirement age of 57. Two exceptions are allowed: 1) an applicant has prior Federal service in documented special retirement covered position(s) sufficient to count toward 20 years of covered service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Applicants must submit proof of their previous and/or current status in the Fire Fighter or Law Enforcement special enhanced annuity retirement system. -AND- NOTE: If your firefighting experience includes both structural and wildland, it is essential that your application materials clearly separate and document your wildland experience. To qualify for this position at the GS-05 level, you must possess one of the following: A. One year of specialized experience equivalent to at least the GS-04 level in the federal service. Examples of specialized experience include: Forestry aid or technician work; engineering, range, or soil conservation technician work that involved application of cultural, resource conservation, or land management practices; farming or ranching work that provided a basic understanding of land use and involved the application of cultural and soil and water conservation practices; forest or range fire control, prevention, or suppression work. Will include on-the-line wildland fire experience in forest/range fire control, prevention or suppression work as a skilled wildland firefighter, utilizing a variety of specialized wildland fire tools and equipment. -OR B. Successful completion of a full 4-year course of study (120 semester hour or 180 quarter hours) leading to a bachelor's degree with a major study in Fire Science, Fire Technology or other related fields of study (e.g.: Forestry, Range Management, Agriculture, Fire suppression and Prevention). -OR- C. Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined. -OR- To qualify for this position at the GS-06 level, you must possess one of the following: A. One year of specialized experience equivalent to at least the GS-05 level in the Federal service. Examples of qualifying specialized for this position is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: Experienced member or leader of a wildland fire module or crew; Performing prescribed fire operations including preparation, ignition, monitoring, holding, and mop up; Operate, moves, inspect and performs preventative maintenance on vehicles and equipment; Evaluating initial fire situations, determining rate of spread, potential hazards to property and other improvements; Ensure fire equipment has been kept in full state of readiness for emergency dispatch. EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions and Individual Occupational Requirements for GS-0456: Wildland Firefighter Series). Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
