The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Plans labor resource requirements for salaries, benefits, and FTEs (Full-Time Equivalents) for both the current plan execution and some subsequent year plan development. May also monitor some support resources (e.g., equipment, supplies, facilities, and training).
Provides an analysis of expenditures and financial status on an on-going basis. With minimal guidance, recommends and completes budget reprogramming actions to assure optimum utilization of available resources and accomplishment of critical program objectives.
Reviews and analyzes budget estimates, work programs, and resources for soundness of treatment and format, accuracy, adequacy of supporting narrative, conformance with the mission, strategic plan, and business plan of the IRS/AWSS and adherence to budgetary principles and guidelines.
Provides technical advice in the financial review process, including reprogramming decisions and the development of narrative justifications. Develops recommendations to ensure program delivery within the bounds of financial constraints.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE/EDUCATION GS-07: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of IRS functions, programs, policies, regulations, procedures, and operations. Experience assisting higher graded consultants in the use of analytical and evaluative methods in order to assess and measure program operations effectiveness. Experience assisting in the use of technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities in order to carry out limited projects and to develop simple management information reports. Skill in oral and written communications to exchange information, prepare reports, explaining program differences and recommending improvements and/or corrective action.
OR
EDUCATION: One (1) year of graduate level education at an accredited college or university in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to the amount required.
AND TIME-IN-GRADE REQUIREMENTS GRADE-GS-07: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.
SPECIALIZED EXPERIENCE/EDUCATION GS-09: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals. Experience using technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and provide statistical data or other management information reports. Skill in recognizing financial issues that impact assigned programs in order to make recommendations. Skill in oral and written communications to exchange information, prepare reports, explaining program differences and recommending improvements and/or corrective action.
OR EDUCATION: A master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR Two (2) full years of progressively higher-level graduate education leading to a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR LL.B. or J.D., if related.
OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of experience and education equivalent to the amount required.
AND TIME-IN-GRADE REQUIREMENTS GRADE-09: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. SPECIALIZED EXPERIENCE/EDUCATION GS-11: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals. Skill in recognizing significant financial management issues and legislative changes that impact assigned programs in order to recommend changes in implementing regulations. Experience using knowledge of budget programs and process analysis, management reporting procedures and available system capabilities to resolve operating problems and providing statistical data or other management information reports. Skill in oral and written communications to conduct briefings, prepare reports, document findings, and disseminate procedural and regulatory information.
OR EDUCATION: A Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.
OR LL.M., if related.
