Duties
The Business Process Analyst (BPA) is a Cross Process Management position and is performed across Financial Management, Order Fulfillment, Planning, Procurement, Process Compliance and Technical/Quality process areas.
Responsible for reviewing end-to-end processes, testing internal controls and identifying gaps in the process or controls.
Act as a liaison for external auditors, responding to audit requests, compiling Evidential Matter, and conducting process walk-throughs.
Responsible for identifying, analyzing, and monitoring risks across the supply chains and staff offices.
Develop Corrective Action Plans based off of failed internal control testing or Notice of Findings and Recommendations from the external auditor.
Works with personnel from the customer-facing, supplier-facing, and Comptroller groups in order to monitor internal control effectiveness in mitigating risks and to ensure/facilitate continuous improvement of processes.
Responsible for understanding system functionality and business capabilities, as well as recommending changes in how the process is executed, including system changes or other process improvements.
Responsible for developing and monitoring process specific KPls (Key Performance Indicator)and metrics.
Analyze and evaluate KPls (Key Performance Indicator), metrics, and other process performance critical data to ensure the process area is meeting its performance targets.
Based on analysis of the results and/or trends, generates written reports with process improvement recommendations for top-level management briefings and for submittal to the Process Owner.
Serves as point of contact for the development and implementation of policies and procedures for their process area.
Assesses the impact of policy/legislative requirements from DoD and Congress to determine the required action and responsible for interpreting regulatory requirements that impact their process area.
Ensures compliance with all applicable regulations for their process and responsible for reviewing internal controls covering their process and the overall supply chain.

Qualifications
To qualify for a Business Process Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at theGS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Familiarity with procurement processes and ensuring compliance
Identify risks and developing methods to correct and mitigate future occurrences.
Encompasses a comprehensive knowledge of the concepts, governing regulations, principles, practices, policies, laws, precedents and guidelines governing the assigned processes, including risk management and internal controls
Monitors, analyzes, and evaluates KPIs, metrics, and other process performance critical data
Substantive skill in written communications to prepare correspondence and briefing materials, document research findings, conduct research studies reporting findings and making recommendations
Possesses a broad knowledge of the practices, policies, and procedures of related functional and administrative activities and skill in implementing appropriate interface/coordination of process policies, plans, and programs with these activities
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
