The position is located at the Central Virginia VA Health Care System in Richmond, Virginia. The incumbent serves as the Administrative Officer for Audiology Services and as such directs and coordinates the administrative, operational, and planning activities within the service. Key functions include but are not limited to functioning as Contracting Officer Representative, assisting in strategic planning; creating and maintaining statistical data for decision-making purposes etc..
Duties
Duties include, but are not limited to:
Administrative Management (30%)
Coordinate administrative/operational and planning activities within a diverse multidisciplinary medical service which includes CVHCS, Fredericksburg South Point CBOC, Henrico CBOC, and Charlottesville CBOC as well as telehealth activities at multiple sites as well as directly into patient homes.
Initiates human and resource management requests and track & monitor recruitment to hire.
Administers space and equipment programs.
Establishes HR/Equipment/Space Policy for the unique and/or complex organization of Audiology Services.
Is responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands.
Has the authority to plan for revised space assignments to investigators and to reallocate space to meet these demands.
Reviews orders to verify their need and ensures that each section receives the appropriate share of the funds available.
Collaborates with the Chief to resolve problems, expedite services, or implement necessary corrective measures within established facility policies.
Assists patients, their families and representatives, and facility staff members in recognizing and removing institutional barriers to the provision of optimum health care to veterans.
Will serve as primary timekeeper, PIV sponsor, and ADPAC for the Audiology service.
Incumbent will collaborate with Audiology Leadership to assist with grid management and clinic cancellations.
Budget Guidance and Administration (30%)
Develops the need for and maintains an awareness of available resources, and makes recommendations to the Chief regarding needs, distribution, or redistribution of these resources.
Is charged with the responsibility of operating within the authorized budget. These duties include analyzing, evaluating, advising, and coordinating administrative and clinical activities associated with the successful outcome of efforts to improve patient access to VA healthcare.
Has full authority for fund control points.
Gathers and analyzes budget needs of the Service; and oversees all phases of budgeting within administrative requirements.
Participates with the Chief and supervisors in reviewing service needs, plans, and goals to develop budget data and justification for review and approval.
Prepares budget package for submission to the budget office and responds to all questions from that office.
Reviews financial reports and resolves discrepancies with the appropriate accounting office.
Assures that all expenditures are properly authorized and documented.
Will oversee clinic inventory management to include obtaining vendor quotes for equipment/supplies; ordering administrative and clinical supplies; liaison between department and hospital supply chain.
Personnel Administration and Management Work (30%)
Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts.
Incumbent represents management at labor management meetings, provides information, and resolves conflicts and /or problems that may arise and assures management officials are familiar with the negotiated agreement.
Listens to problems and concerns of clinic employees and helps when possible or secures advice from Personnel Services.
Acts as the liaison with the human resources office concerning personnel-related matters.
Coordinates and participates in disciplinary actions and responds to appeals and grievances.
Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities comply with agency and accrediting and regulatory requirements.
Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
Serves as a key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained.
Assists with personnel administration, to include position classification, grievance procedures, performance standards, and disciplinary actions.
Accreditation and Program Administration (10%)
Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization and establishes procedures to meet unusual or unique standards.
Incumbent is fully aware of quality assurance aspects.
Assembles and monitors current required materials to assist the Chief with satisfying requirements.
Performs audits necessary for continued accreditation conducting the review and assembling data for approval.
Prepares all necessary documentation for accreditation process.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position.

To qualify based on education for this grade level you must have have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year above a Bachelor's Degree.

Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending, and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
