About the Position: Serves as a Supervisory Budget Analyst responsible for providing leadership, direction, and supervision for the Army Working Capital Fund (AWCF) within the Office of the Assistant Secretary of the Army (Financial Management and Comptroller) [OASA(FM&C)]. The position supports such functions as analysis of financial management and program budgets.
Duties
Provides supervision, technical, and administrative guidance to team members to ensure timely, complete, and defensible budget formulation and execution of Army Working Capital Fund (AWCF).
Manages programming, budgeting, formulation, integration, justification, and execution of programs within the AWCF.
Manages goals and objectives associated with AWCF budget and the submission and defense of that budget to Office of the Secretary of Defense (OSD), Office of Management and Budget (OMB), and Congress.
Leads/Supervises the team in performing critical analysis of issues that in particular cross appropriation, functional, and organizational lines.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 3 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Must obtain and Maintain a Secret Security Clearance.

Specialized Experience: One year of specialized experience which includes recommending approval, disapproval, or modification of budget requests and justifications; ensuring funds control compliance with budget floors/ceilings and statutory/administrative limitations imposed by OSD and OMB guidelines; performing in-depth analysis by reviewing financial and operational documents and other program reports for the development of recommendations to resolve problems such as funding shortfalls; applying the appropriate type(s) of analytics to financial and operational execution against funding, plans, and projections.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
