This position is located in the U.S. Mint, Manufacturing Department, West Point, Office of the Plant Manager, Financial Management Division. The Division maintains responsibility for procurement operations at a multi-million dollar industrial facility, requiring the acquisition of equipment (complex minting machinery), services, construction, and supplies.
Duties
As a Contract Specialist, you will:
Provide advisory guidance to technical personnel involved in development of the statement of work and solicitation documents
Monitor existing and/or new contracts during the life of the contract to determine if all requirements are being met and price/costs are not exceeding estimated amount
Determine the sources to be solicited; prepare applicable determinations and findings; conduct pre-proposal conferences; receive and evaluates proposals in conjunction with technical personnel; determine the competitive range in negotiations with one or more offers; and prepare award documents.
Qualifications
You must meet the following requirements within 14 days of the closing date of this announcement.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:
-Experience with a variety of contracting and procurement principles and procedures, such as pre-award, fixed price, cost, incentives, and regulations; sufficient to procure a wide variety of goods, services, and small construction projects.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11level for 52 weeks.
Education
Education Requirements:
Basic Requirement for GS-12 and below:
A. A 4-year course of study leading to a bachelor's degree with a major in any field;
or
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
or
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
