This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The U.S. Military Academy, West Point, is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America.

Duties

Serve as senior Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, and contract administration. Perform pre-award contracting functions to develop, justify and coordinate procurement transactions. Develop procurement plans by reviewing previous history, market conditions, and specifications or technical data packages. Conduct extensive negotiations during all phases of the procurement process. Perform post award functions to include monitoring contractor performance, negotiating delivery orders, and extensions of delivery schedules, price adjustments, modifications to the contract and similar agreements and contract closeout.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Contracting certification in the Acquisition Career Field Contracting and Procurement within 36 months of entrance on duty.
  • Must be able to obtain and maintain a Secret Security clearance.
  • Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
  • Business Travel will be up to 5% of the time.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This vacancy is a career ladder position being filled at the GS-11 and/or GS-12 levels. Noncompetitive promotion to the full performance level GS-12 is authorized without further competition when selectee is eligible & recommended by management. Basic Requirement for a Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: QUALIFICATIONS FOR THE GS-11: Specialized Experience required for GS-11:One year of specialized experience which includes: 1) Experience preparing and issuing solicitations for goods and/or services; and 2) Experience performing post-award contract administration: and 3) Experience performing price analysis to ensure the award amount is fair and reasonable. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. QUALIFICATIONS FOR THE GS-12: Specialized Experience required for GS-12:One year of specialized experience which includes: 1) Experience performing pre-award or post-award procurement functions; and 2) Experience in contract management, such as contract formation, solicitation, negotiations, cost and price analysis, award, contract administration, termination; and 3) Experience implementing contractual guidance and processes for the procurement of goods and/or services. This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-11).
