Duties
Position is Remote (Restricted)- The duty station can be the employees' home, however, must be located within the local commuting area of Washington, DC which has been established as 125 miles or 2.5 hours. The applicant would not be required to report to the DOE Worksite every pay period but will be required to do so with some regularity (e.g., a few times a month) for work that cannot be performed remotely.
The Department of Energy's (DOE) Office of the General Counsel is looking for a dynamic, innovative, seasoned executive to lead and provide legal support and services for DOE on crosscutting matters impacting Federal employees, including specifically matters of general law and the administration of DOE programs.
As the Assistant General Counsel for Ethics and Personnel Law you will:
Serve as the principal legal advisor to the Deputy General Counsel for General Law with respect to legal matters within the designated areas of expertise and responsibility and directly supervises a staff of attorneys performing legal work in these areas, paralegal assistants and clerical support personnel.
Supervise the development, implementation, interpretation, and enforcement of conduct of employee regulations and other regulations pertaining to standards of employee conduct. Also supervises the services of staff attorneys and ethics program specialists who serve as ethics counselors to the Department's Headquarters employees and consultants.
Administer the Department's Federal employee conflicts of interest and standards of employee conduct program across the entire Department. The incumbent is designated by the Secretary to serve as the Alternate Designated Agency Ethics Official for the Department of Energy.
Program counsel for offices of the Chief Human Capital Officer, Economic Impact and Diversity, and the Ombudsman.
Provide legal support and review of DOE directives, delegations of authority, and other organizational matters.
Provide legal support to DOE Federal Advisory Committee Act activities.
Provide legal services in personnel matters and represents DOE in formal administrative litigation proceedings before the Equal Employment Opportunity Commission, the Federal Labor Relations Authority, the Merit Systems Protection Board, and the Office of Special Counsel.
Provide legal advice on HQ labor relations matters including grievances and allegations of unfair labor practices.
Provide legal and technical legal support to field chief counsels in connection with labor relations matters.
Provide legal support on Federal personnel matters involving DOE HQ employees and Senior Executive Service members regardless of duty station.
Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs.
Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.
MTQ 1: Describe your experience providing advice and counsel, directly and by overseeing other attorneys, regarding analyzing complex and novel legal issues including statutory interpretation of the Atomic Energy Act, the Department of Energy Organization Act, or the National Nuclear Security Administration Act.
MTQ 2: Describe your experience providing legal advice and counsel, directly and by overseeing other attorneys, regarding the ethical restrictions that apply to all types of both career and Presidentially appointed civilian Executive Branch employees and reviewing financial disclosure reports, and providing legal advice and counsel regarding the Federal Advisory Committee Act.
MTQ 3: Describe your experience providing and overseeing:
Representation in administrative Freedom of Information Act (FOIA) including the Equal Employment Opportunity Commission, the Federal Labor Relations Authority and the Merit Systems Protection Board.
Legal advice and counsel regarding (a) federal personnel law, (b) labor relations, (c) equal employment opportunity, and (d) the Federal Tort Claims Act.
Education
Must meet the minimum education requirements of successful completion of a full course of study in a school of law accredited by the American Bar Association (ABA) with a professional law degree (L.L.B or J.D.).
You must provide a copy of your transcripts from an accredited institution. Be sure to include those transcripts directly applicable to determining your meeting the education requirements. Failure to provide proof of education will result in non-consideration for this position. OFFICIAL ORIGINAL TRANSCRIPTS will be required to be provided prior to entrance-on-duty for individuals selected.
