This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Central Virginia Healthcare System, Richmond, Virginia, assigned to Social Work Services (SWS) and serves as the Program Support Assistant to the Social Work Service Line and its Programs, supervised under the Assistant Chief of Social Work.

Duties

The primary duties of the Program Support Assistant (PSA) are administrative support and program development, to assist with data collection and tracking, analysis of trends, report preparation, management of motor pool, and implementation of best practices. Plays an integral role in identifying and developing ways to resolve problems with the administrative and clinical staff on access, customer service, patient flow, revenue, and data validation issues. Takes initiative in certain aspects of program planning and development, manages resources, and establishes and maintains communications with such services as Fiscal, Human Resource Management, Quality Management, Voluntary Services, and patient care services. Provides major and complex program, administrative, and technical assistance in the day-to-day operations and program planning/evaluation for the Social Work Service Line. The employee provides staff support including office operations, information management, coordinates and integrates information necessary to the effective and efficient operation of all Social Work Programs. Develops, coordinates, and implements a comprehensive outreach initiative designed to facilitate the delivery of services to Veterans. Works closely with the Supervisors of all Social Work Programs and provides assistance to all social workers in the service line. Required to identify the needs and requirements of the Veteran population, services they are not able to access on their own, partners in the community who are willing to provide services or will jointly develop services. Maintains responsibility for coordination of referrals for Veterans. As a referral specialist, reviews Veteran referrals and resource utilization, participates in team meetings, and ensures continuity of care by maintaining communication and documentation. Monitors and evaluates activities (utilization of referrals/resources, trainings, appointments with the Veteran, etc.), and makes recommendations for improvements. Identifies and builds relationships with community partners and stakeholders, such as Veteran Service Organizations, faith-based organizations, United Way, fraternal organizations, and other nonprofits, to enhance and improve referrals and resources for Veterans. Establishes and maintains a comprehensive list of community resources and services and serves as the initial point of contact for Veterans. This position locates, organizes, develops, and reports on all data for performance measures and reports this data to Program Supervisors and Service Chief in completing required administrative tasks such as quarterly reports which are presented to the Medical Center Leadership, VISN Leadership and/or VA Central Office. Assists in the planning, review, and reporting of data/statistical results of program/project studies; performs basic analysis of the data and generates a variety of reports; coordinates incoming data from a variety of sources, reviews documents and reports for omissions and inconsistencies, and ensures data entry is complete and accurate. Enters pertinent data into an automated tracking system and maintains program-specific data in automated systems to track suspense dates on items such as project milestones, progress reports, accomplishments, compliance strategies, etc. Extracts data from databases regarding consult completion, data is manipulated and dispersed to correct Social Work team member for action; upon completion of report, incumbent provides longitudinal summation data used for process improvement projects to Program Supervisors. Workload data is regularly compiled. Assignments include development and evaluation of information that comes from a variety of sources and must identify and study various factors and determine appropriateness and applicability to the projects. The data and reports are used to plan budgets, determine obligations, prepare for new programs, and regulate staffing needs and workload distribution. Information is also used to ensure that funds are not over obligated and to be assured that enough program funding is available. Gathers other mandatory data from multiple sources for the completion of required reports for the medical center, the VISN and national program offices in support of the program's operations. Performs administrative duties to facilitate treatment and services for Veterans. Performs periodic reviews of clinical charts to ensure completion of necessary documentation in accordance with accrediting institutions. Tracks forms and creates a database to ensure the timeliness of time sensitive materials. Performs other directly related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/19/2024.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Clerk-Typist, Office Automation Clerk/Assistant and Positions with Parenthetical Titles of (Typing), (Office Automation) In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Clerk-Typist, GS-2/4; Office Automation Clerk/ Assistant (any grade); (Typing) (any grade); and (Office Automation) (any grade): 40 words per minute typing speed. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with timekeeping duties, schedules appointments for ID cards, HR requirements, and computer access, maintains budget, Develop, maintain and modify weekly lecture schedule (this includes room scheduling and cadaver lab scheduling), Maintain and ensure invoices are paid in a timely fashion, collection, compilation, and/or tracking of data and statistical information, organizes computerized data sets, and retrieves computerized data. experience with different software such as: Dragon speak, Adobe Acrobat Professional, MS Excel. Access, Word, and Power Point.
