The primary purpose of this position is to serve as a first level supervisor and specialist, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Child Development Center. This position will assist the Child Development Center Director in implementing and supervising the child development center assigned.

Duties

DUTY 1: Assists in planning, organizing, and directing the activities of the Child Development Center assigned by ensuring that they comply with legal and regulatory requirements and meet customer needs. DUTY 2: Provides inputs in the preparation and execution of the financial operation of the child development center assigned. Assists with the preparation of appropriated and non-appropriated funds, budgets and adjustments. Ensures child care activities meet established financial goals. DUTY 3: Assists the director in management of the facilities, grounds and equipment related to the child development center assigned both indoors and outdoors. DUTY 4: Assists the director in planning, organizing, and directing the activities of the Child Development Center assigned ensuring that programs complies with legal and regulatory requirements and meet customer needs. DUTY 5: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. DUTY 6: Represents the Wright Patterson AFB Child Development programs with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships.

  • Incumbent must complete additional training requirements including CPR/First Aid and rescue breathing, customer service, ServSafe and other annual training requirements.
  • Must possess maturity and judgment, and be capable of handling complex situations and emergencies common in dealing with small children in a child development center environment.
  • Works an uncommon tour of duty to include evenings, early morning, and weekends.
  • Work involves physical exertion such as standing, walking, lifting up to 40 lbs (small children or center supplies), and some involvement in all aspects of the center and playground area arrangements and maintenance.
  • This position is a child care/youth services position and is subject to background checks in accordance with AFI 34-144, Child and Youth Programs as a condition of employment.
  • Selectee may be required to serve a probationary or trial period

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Education and Training Series 1701. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of child development theory, methodology and practices relating to physical, intellectual, social, and nutritional development. 2. Knowledge of safety and security regulations, practices, and procedures to include child abuse identification, reporting and prevention methods. 3. Ability to plan, organize, and direct the functions and staff of a large sized organization. 4. Ability to communicate with widely diverse individuals and groups both orally and in writing in order to work-out solutions to problems or questions relating to work. 5. Knowledge of Air Force and NAEYC policies and procedures and their implications on child development programs. 6. Ability to analyze and interpret financial data in preparing budgets, reports, schedules, and statements. 7. Knowledge of personnel management policies and practices to include the ability to adjust work operations to meet emergency, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work. 8. Knowledge of budgeting/accounting processes including the ability to develop/establish a budget. 9. Skill in supervising and leading a team of individuals composed of professionals, paraprofessionals, volunteers and parents. Ability to train individuals effectively. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
