The primary purpose of this position is to serve as the manager of the Real Estate Air Force Comprehensive Activity Management Plan* (AFCAMP) and Air Force expert for enterprise-wide portfolio real estate analysis.
Duties
1. Manages the Real Estate RPTP aligning to the AFCAMP process, a long-term forecast of installation investment requirements for installation complexes across the AF, utilizing asset management principles (AM).
2. Executes Portfolio Management Analysis.
3. Integrates AF real estate enterprise-wide (built and natural asset) portfolio management and decision support based on Key Performance Indicators (KPIs) and Targets & Measures (T&M) derived from strategic policy, guidance, and mission requirements.
4. Leads teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans.
5. Represents the organization at executive levels within the Government and to contractor/industry representatives.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes that I have or will have within 120 days of this announcement closing at least one year of specialized experience equivalent to the GS-13 grade level or higher in the Federal service. Specialized experience includes, in-depth analysis of the Real Property Transaction Process data; monitor and maintain investment profile to meet strategic goals and mission critical needs; developing goals and objectives, while administering complex activity management planning process in order to create unique investment plans; establishing policies and procedures for accomplishment of real estate investment cost and disbursement; establishing, developing, and maintaining effective working relationships with representatives from the higher headquarters, other divisions/branches within the organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the concepts, theories, policies, and procedures of: Acquisition, lease, and disposal of real estate property, Privatization rules, regulations, and procedures relating to the management of military housing, including construction of new buildings
2. Knowledge of asset management principles, applicable public laws, Department of Defense (DoD) and Air Force concepts, theories, policies, directives, and procedures.
3. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.
4. Knowledge of business accounting and financial management principles and procedures.
5. Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve Air Force program operations and management systems.
6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
