The position is located within AHR, Office of Human Resource Services, Benefits Operation Division, Benefits Operation Program Management Branch (AHF-440). The Benefits Operation Program Management Branch provides high-quality benefits and retirement services through centralized management with staff located across the country. This allows the Branch to offer consistent benefits and retirement assistance to FAA employees throughout the Agency.

Qualifications

To qualify for this position at the FV-F level: You must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-E, FG/GS-4. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience includes: Experience with applying knowledge of a wide range of Civilian Federal Government benefits concepts, practices, laws and regulations in order to advise on technical services related to the Federal Employees Health Benefit Program (FEHB), Thrift Savings Plan (TSP), Federal Employees Group Life Insurance (FEGLI), and federal retirement benefits programs.To qualify for this position at the FV-G level: You must demonstrate in your application that you possess at least 1 year of specialized experience equivalent to the FV-F, FG/GS-5/9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience with applying knowledge of a wide range of Civilian Federal Government benefits concepts, practices, laws and regulations in order to advise on technical services related to the Federal Employees Health Benefit Program (FEHB), Thrift Savings Plan (TSP), Federal Employees Group Life Insurance (FEGLI), and federal retirement benefits programs.To qualify for this position at the FV-H level: You must demonstrate in your application that you possess at least 1 year of specialized experience equivalent to the FV-G, FG/GS-10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience with applying knowledge of a wide range of Civilian Federal Government benefits concepts, practices, laws and regulations in order to advise on technical services related to the Federal Employees Health Benefit Program (FEHB), Thrift Savings Plan (TSP), Federal Employees Group Life Insurance (FEGLI), and federal retirement benefits programs.

Education

FV-F: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.

FV-G: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, is required.

FV- H: Education cannot be substituted for experience.

Substitution of education or equivalent combinations of education and experience may be qualifying for this position. To qualify based on education, you must submit a copy of your college transcripts. If selected, official transcripts will be required prior to employment.

Foreign Education: Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalency to a degree acquired at an American college or university. A copy of the evaluation results must be included in your application package. If you do not include a copy of the evaluation as part of your application package, your foreign education will not be considered.

This position may be filled at the FV-F, FV-G, FV-H band. The FV-F/G pay band is considered developmental and requires less responsibility and more supervision. Identification of promotion in the vacancy announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon the selectee meeting training, qualification requirements, and recommendation by the supervisor.
