The primary purpose of this position is: To serve as a Fire Protection Engineer Technician consultant at the supervisory and program management level and single point of contact and technical authority relating to fire protection for all base construction and renovation projects.
Duties
1. This position will support the Federal Government's response efforts to COVID-19.
2. Directs, reviews and coordinates on fire protection engineering and fire prevention requirements in coordination with Fire Protection Engineers (FPE).
3. Determines the need for fire suppression systems, fire detection systems, and fire reporting systems for existing and new facilities in coordination with the assigned FPE.
4. Serves as a point of' contact in providing fire protection guidance to FPEs for Contracting, NAVFAC, Army Corps of Engineers, Transportation Command (TRANSCOM), Air Force District Washington (AFDW), Air Mobility Command (AMC), National Guard Bureau, Air Force Reserve tenants, and other base organizations.
5. Provides technical advice to the Fire Chief regarding the effect of both immediate and long-range planning programs related to fire protection engineering; Performs duties as Incident Safety Officer (ISO) and complies with Air Force Occupational Safety and Health (AFOSH) and NFPA 1521 standards.

- This is a testing designated position (TDP) under the Air Force Drug Testing Program.
- Subject to recall in the event of real world fire/disaster emergencies.
- Works an embedded standard 60 hour week. Government vehicle operator's license is required.
- Participates in the Air Force physical conditioning program per established guidelines.
- Required to wear and maintain a serviceable uniform as prescribed by applicable directives.
- Performs other related duties, as required.
- This is a "key" position required to meet wartime requirements. An incumbent who is subject to military recall will be removed from military recall status unless the position can be filled in time to meet mission needs after mobilization has begun.
- In the event of a national emergency, incumbent will be required to perform duties essential to accomplish the assigned mission. Incumbent may also be required to take part in test alerts and practice exercises.
- A Pre-employment physical is required.
- Must be able to obtain and maintain a Secret Clearance.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of creditable specialized experience includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
Special Retirement Provisions Authority: FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 U.S.C. 8401(14), 5 U.S.C. 8412(d), and 5 CFR 842.802]. OR Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902].
Position may or may not be covered under Special Retirement Coverage outlined in 5 CFR 831 Subpart I for CSRS or 5 CFR 842 Subpart H for FERS covered employees.
Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are:Fire Officer III, Hazardous Material Incident Commander, and Airport Firefighter.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of fire protection engineering theory, philosophy, principles, practices.
2. Knowledge of fire protection building construction features and fire protection building codes.
3. Knowledge of fire suppression systems, fire detection, and reporting systems.
4 Ability to effectively communicate both orally and in writing.
5. Requires ability to work well with others.
6. Ability to develop lesson plans and to read complex construction drawings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
