This position is located in the Policy, Planning, and Public Diplomacy (PPD) Team, Office of Global Women’s Issues (S/GWI), Office of the Secretary, Department of State, located in Washington D.C. You will be responsible for advancing mandates by developing, implementing, and communicating an integrated U.S. foreign policy architecture on gender equity and equality.
Duties
Develops and coordinates the overall day to day communications strategy, media relations, and press outreach efforts for the office; seeks out as well as screens interview requests for leadership and subject matter experts.
Using their judgment, notifies important breaking news or developments for the AAL and S/GWI officers. Provides strategic focus and direction effective methods of communication practices, and coordinates cleared responses as needed.
Primary drafter for all speeches and written materials produced for the Ambassador. Creates speeches, public statements, articles, and other materials in a manner that conveys the appropriate level of complexity and tone.
Creates and executes high quality, high profile, and culturally sensitive representational events for U.S. and international news media which further U.S. policy objectives in advancing and defending the rights and empowerment of women and girls.
Develops strategic goals and objectives for S/GWI, proposes new policy and program approaches and components, analyzes resource implications, and advocates for acquisition of budget and other resources needed for implementation.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience providing oversight and direction on policies and programs related to press guidance, speeches, news media and communication strategies.
-Experience drafting and proofreading public relations written communication, speeches, and material for senior officials.
-Experience coordinating and utilizing broadcast and digital media platforms to communicate public affairs and public diplomacy activities.
-Experience developing policies and programs related to women, gender and other equities.
There is no substitute of education for specialized experience for the GS-14 position.
