THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (MILITARY), Position Description Number PDD1118P00 and is part of the WY Joint Forces Headquarters ARNG, Wyoming Army National Guard.

Duties

The purpose of the position is to serve as program support to the Army Medical Department (AMEDD) Strength Manager. The mission is to adhere to the three tenets of the Strength Maintenance Program: recruitment, retention, and attrition of all Health Care, Chaplain, and Staff Judge Advocate (SJA) professionals within the state. (1) Carries out specific projects to accomplish the technical support missions of the Army Medical Department Strength Office. (2) Participates in developing and implementing written policies and guidelines pertaining to recruiting and retention programs for Army Medical Department, Chaplain, and Staff Judge Advocate positions such as local regulations and Standard Operating Procedures (SOPs). (3) Serves as a principle point of contact for applicants and other interested parties during the recruiting and application process. (4) Provides monthly reports and regular updates to the Army Medical Department Strength Manager, Recruiting and Retention Manager, National Guard Bureau and/or Credentialing Officer to advise on the status of accessions or losses of the various career fields. (5) Prepares requests for the conditional release of applicants from other military services or transfers between states. ** This is NOT an all-inclusive list of duties. **

AREAS OF CONSIDERATION: Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible). Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the WY Joint Forces Headquarters ARNG. Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard. Area 4: All current M-day soldiers of the Wyoming Army National Guard. Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. MILITARY GRADE In-State Applicants: Min: E4/SPC, WO1 Max: E7/SFC, CW3 Out-of-State enlisted applicant's military grade cannot exceed the maximum military grade authorized. Over-grade applicants must provide a written demotion statement of understanding with application, willingness to be administratively reduced in grade (state specific grade - E7/SFC) if selected for this position. DESCRIPTION OF WORK: Work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services. SPECIALIZED EXPERIENCE: Must possess at least 12 months experience at the GS-7 level which provided a basic knowledge of National Guard missions, organizations, and personnel programs; basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee; have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced operating a computer and using varied computer programs. NOTE: Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. DRIVER'S LICENSE: Must possess a valid driver's license.

If you are using Education to qualify for this position, must possess a Master's or equivalent graduate degree; OR

2 full years of progressively higher-level graduate education leading to a degree.
