With an emphasis on high ethical standards, excellence in public service and the delivery of superlative advice and counsel, our Office performs the legal work for the United States Department of the Interior, and manages the Departmental Ethics Office and Departmental FOIA Office. With more than five hundred total employees, more than four hundred of which are licensed attorneys, the Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.
Duties
This position is located within the Department of the Interior, Office of the Solicitor, Division of Administration, Office of the Associate Solicitor, duty stationed in Washington, D.C.
At the full performance level (GS-12) the major duties of this position include but are not limited to the following:
1. Reviews and prepares written summaries of policies and guidance documents issued by the Department and other authorities.
2. Assists with the preparation of policies and guidance documents to be issued by SOL
3. Assists in the preparation of training materials for SOL employees and participates in the organization and presentation of live and virtual training programs.
4. Represents Associate Solicitor-DAD and other DAD leadership at Department and SOL meetings and provides reports of those meetings as appropriate.
5. Conducts studies and surveys on administrative matters; analyzes the data andinformation to draft reports of findings; makes recommendations to address issues,enhance or improve services and remediate issues.
6. Identifies priorities, communicates expectations, develops plans and procedures.
7. Drafts PowerPoint presentations, Excel spreadsheets, and other briefing materials, talking points, and executive summaries in preparation for various internal and external meetings.
8. Participates in the development of internal meetings by researching and analyzing relevant information and issues and soliciting input from the DAD leadership and other staff.
Telework:
The Office of the Solicitor has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Travel:
You may be expected to travel occasionally for site visits, meetings, training, and conferences.
Work Environment:
Work is performed in a typical office setting. The work area is adequately lighted, heated, and ventilated.
Salary Range Information:
GS-11: $82,764 - $107,590
GS-12: $99,200 - $128,956
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as SOL-DAD-24-FS-040(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.
Qualifications
To qualify for this position you must meet the Education and/or Specialized Experience for the series/grade to which you are applying.
GS-11
Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Performing administrative and clerical functions in support business/management/agency operations.
2. Utilizing a variety of office software, to prepare official documents such as official correspondences, procedural manuals, and/or policy documents.
3. Coordinating meetings and conferences.
4. Preparing reports based on administrative information and data.
Must Meet 3 of 4.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

Combination of Education/Experience:
Have a combination of specialized experience and education that equals 100% of the requirement for the GS-11 level.
GS-12
Specialized Experience:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Performing administrative and clerical functions in support business/management/agency operations.
2. Utilizing a variety of office software, to prepare official documents such as official correspondences, procedural manuals, and/or policy documents.
3. Coordinating meetings and conferences.
4. Preparing reports based on administrative information and data.
5. Maintaining and/or implementing manual and electronic records and/or filing systems to ensure compliance with regulatory requirements.
Must meet 4 of 5.
EDUCATION CANNOT BE USED AS A SUBSTITUTION FOR EXPERIENCE AT THE GS-12 GRADE LEVEL.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
