The incumbent, (working directly with the Health Systems Specialist Administrative Officer in support of the Deputy of Nursing & Patient Care Services) will gain knowledge, skills, and abilities through close supervision to serve as public relations representative for the service line, in assistance to the overall administrative functions of the service line, including fund control point management and budgetary control, responsibility and reporting requirements, and timekeeping and auditing.
Duties
Duties include, but are not limited to the following:
Knowledge of the duties, priorities, commitments, policies, mission, vision, complex functions, goals and staffing plans of the Service in order to perform non-routine assignments in the areas of public affairs, customer service, personnel management, correspondence management, office management and travel to meet the needs of nursing and patient care services for preparation of detailed responses and/or presentations to a variety of forums.
Knowledge and understanding of functions and programs throughout the medical center and a thorough understanding of the policies and regulations.
Basic foundation of administrative concepts, principles and practices that are sufficient to independently perform changing structure, reporting requirements and specialty services offered by this medical center in order to appropriately refer veterans, visitors, calls and/or mail to the correct area.
Exhibit superior skills in diplomacy and communications skills in order to present and represent Nursing and Patient Care Service, as well as other departments in the medical center.
Knowledge of proper VA correspondence format and directives regarding advising subordinate supervisors and/or their clerical staff and other department head secretaries on proper correspondence formatting.
Knowledge and understanding of state-of the art equipment, technology and/or software such as MS Excel (intermediate level), PowerPoint, Work and other software that is necessary to produce high quality and creative products required by the office.
Knowledge of VA forms in order to prepare work orders, supply and travel request, personnel forms and other types of correspondence.
Create and design different reports and presentation formats for Nursing services.
Knowledge of supply ordering and minimal maintenance of printers for service.
Works closely with and under the supervision of the Administrative Officer until he/she gains the ability to function independently at the full performance level to schedule appointments and make commitments for the Service line leadership to attend meetings, luncheons, etc.
Locate and identify necessary policies and procedures for a particular situation.
Responsible for the coordination, planning and implementation of management duties in a complex setting.
Work closely with the Chief Nurses and Administrative Officer in program development and management.
Participate in and coordinate the systematic internal review program of Nursing and Patient Care Service; coordinate the follow-up, development, implementation and evaluation of improvement actions identified in these reviews.
Coordinate with the supervisor on new and changing activities that affect Nursing and Patient Care Service or them as individuals.
Coordinate and schedule meetings.
Perform other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-6:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and understanding of state-of-the-art equipment, technology and/or software such as MS Excel (intermediate level), PowerPoint, Word and other software that is necessary to produce high quality and creative products required by the office; thorough knowledge and understanding of functions and programs throughout the medical center; basic foundation or administrative concepts, principles and practices that are sufficient to independently perform changing structure, reporting requirements and specialty services offered by the medical center in order to appropriately refer veterans, visitors, calls and/or mail to the correct area.
GS-7:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: problem solving techniques sufficient to integrate that national agency policies, Nursing Services procedures, and computer techniques in order to advise and lead Nursing Service management in the proper and efficient utilization of the various computer systems in use; possess the knowledge and ability to relate well with people in a training capacity, fact finding/problem solving mode.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements and Work Environment: Work is administrative in nature, primarily sedentary. Occasionally light physical effort may be required. Work is performed in office, conference room, and clinical/hospital patient care setting.
